POSITION PROFILE

The National Program Director (NPD) is based in HCMC, Vietnam and reports directly to the Chief Executive Officer (CEO). The NPD is responsible for the overall management of all programs and projects in Vietnam throughout the project cycle – from design to implementation to evaluation – including oversight, budgeting, staff management and long-term planning. The NPD forges connections with local, national and regional partners and with skilled professionals in the region, with a view toward future collaboration. S/he represents AIP Foundation publicly at meetings and conferences in Vietnam and other countries, as assigned.

RESPONSIBILITIES

Primary function and strategy

  • Advance the mission of AIP Foundation through development of long-, mid- and short-term strategic goals and strategies taking into consideration the government’s and other stakeholder’s priorities and roles;
  • Build awareness and raise the profile of AIP Foundation Vietnam; promote communication of road safety issues and AIP Foundation’s accomplishments to the public;
  • Assess and respond to a changing external environment;
  • Serve as liaison to various government, non-government organization (NGO), and other agencies; and coordinate cooperative activities with other NGOs and local and national governmental agencies;
  • Serve as key contact with donors, as needed;
  • Develop and maintain positive relationships with key stakeholders; identify opportunities for stakeholder collaboration and leverage resources;
  • Lead all programs/projects through the project’s life cycle from conception to conclusion;
  • Identify new opportunities for programs/projects; develop goals, objectives, activities and budgets, in collaboration with the Development and Finance teams;
  • Ensure all program/project activities meet stakeholder’s expectations, and comply with donor requirements, as well as AIP Foundation’s internal standards and procedures including organizational databases and systems;
  • Coach Program staff throughout the project’s life cycle; provide technical guidance and ongoing training to all Program staff.

Program implementation and quality control

  • Develop annual program objectives for AIP Foundation in Vietnam and coordinate overall program planning to meet objectives;
  • Coordinate overall design, planning, implementation, monitoring and evaluation, and reporting of AIP Foundation program activities in Vietnam;
  • Lead the entire program through its life cycle; take an active role in program implementation; guide Program/Project Managers and Assistants in their work;
  • Identify opportunities for increasing program impacts in the community; leverage changing external environment to create greater impact for the community;
  • Identify strengths and weaknesses in program design and components, facilitate internal and external lessons learned discussions, and adjust Programs/Projects to be more effective;
  • Guide the work with external consultants; supervise staff in developing and maintaining effective relationships with consultants;
  • Oversee production of reports to donors and stakeholders, ensure compliance, and lead report writing, or supervise the Program team in report writing and timely submission;
  • Encourage the dissemination or program results with a view to influencing changes in policy to improve road safety legislation;
  • Report regularly on a monthly basis to AIP Foundation about progress towards organizational objectives, and issues of concern to AIP Foundation.

Program and Partnership development

  • In coordination with the CEO and Development department, develop country fundraising strategy and set priorities and goals;
  • Approach potential bi-lateral, multi-lateral, foundation, investment, and corporate partners in alignment with fundraising strategy, as assigned and needed;
  • Establish and develop excellent working relationships with key donors and partners in country;
  • Proactively contribute to new fundraising ideas and opportunities;
  • Contribute pro-actively to proposal development by designing goals, objectives, activities and budgets, in collaboration with the Development and Finance teams;
  • Develop and maintain sound relations with policy, research and advocacy specialists at national and international level;
  • Nurture national and local media and press networks to deliver focused campaign messages;
  • Create and maintain networks with appropriate celebrities and well-known personalities to support public campaigns.

Financial management

  • Monitor and ensure achievement of budget
  • Be accountable for Program/Project budgets ensuring financial controls and cost effectiveness Staff management
  • Regular management check-in meetings with individual program staff
  • Conduct regular meetings with individual Program staff; keep record of staff performance in terms of personal development and in terms of adherence to organizational policies/procedures;
  • Ensure ways of working and behaviors are in line with AIP Foundation’s values and policies;
  • Support program staff’s personal development plan

Public representation

  • Confidently and effectively represent AIP Foundation publicly;
  • Coordinate the public representation of AIP Foundation by other senior Program staff.

QUALIFICATIONS:

1. General

  • Vietnam national
  • Demonstrated commitment to road safety promotion and/or public health work
  • Knowledge of traffic law and road safety interventions is an asset;
  • Excellent organizing, coordinating, and delegating skills; excellent presentation skills in both English and Vietnamese;
  • Ability to communicate and network proficiently, relating to government officials, donors, private sectors, media and representatives from NGOs and international organizations;
  • Ability to articulately represent AIP Foundation mission, goals, strategies, and background.

2. Relevant Work Experience, Formal Education, and/or Informal Training

  • At least 10 years of experience with 3 years in similar role, preferably in road safety or public health sector
  • Relevant training qualification, preferably at postgraduate level in the areas of public policy, public health, social science, and/or education;
  • Strong experience in supervision and staff management; at least 3 years of experience supervising staff;

3. Decision-Making: Independence and Complexity

  • Critical and long-range thinking in problem analysis;
  • Confident to assume major program decision-making and program leadership responsibilities;

4. Language and Computer Skills

  • Excellent in written and spoken skills in both Vietnamese and English are essential;
  • Computer proficiency in word processing, ability to type in both languages.

5. Other

  • Ability to work both in a team setting as well as independently;
  • Willingness to travel nationally and internationally.
