Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

To achieve the goal of decent work for all in Vietnam, the ILO Country Office for Vietnam supports the Vietnam Decent Work Country Programme (DWCP) with three priority areas: Labour Market Governance; Social Protection; and Employment and Sustainable Enterprise Development. In the implementation of the DWCP, the ILO Office works in close partnership with the Government of Vietnam, in particular the Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the representative employers’ and workers’ organizations of Vietnam. The Vietnam DWCP is an integral part of the One UN Plan.
The ILO Country Office for Vietnam is starting to implement a project entitled Developing and Implementing a New Industrial Relations System (NIRS): Support to government’s role as mediator and promoter of collective bargaining and social dialogue, funded by the Government of Canada. The aim of the project is to build, established and operated “Effective industrial relations practices and mechanism in full recognition of ILO Declaration on Fundamental Principles and Rights at Work” and in line with requirements of labour chapter of CPTPP. The project is expected to facilitate social dialogue, systematic collection of IR data and information, and quality research based on the data and information, promotion of collective bargaining and support for effective mediation of labour disputes.
The National Project Coordinator will directly report to the Country Director. She/he is expected and required to work closely with others projects related to New Industrial Relations System (NIRS) and other staff in the Country Office with support and coordination of the Programme Unit. The incumbent will also be required to maintain a close working relationship with the ILO Regional Decent Work Team (DWT) and the Inclusive Labour Market, Labour Relations and Working Conditions Branch (INWORK) in ILO Headquarters.
The National Project Coordinator will be responsible for coordinating the relationships between the various social partners (MOLISA/ VCCI and VGCL) and with other related development cooperation projects. In addition the National Project Coordinator may work with the DOLISA, Trade Union and Business Associations at grassroots level for strengthening the NIRS. The coordinator will receive technical support from the ILO Regional DWT c, ACTRAV and ACTEMP as well as with specialized units in ILO Headquarters.
- With technical support from specialists, ILO units, implement the NIRS outputs and activities for the projects identified above in accordance with donor and ILO requirements.
- Examine and provide technical comments, with support from ILO specialists, on programs, policies and tools dealing with the promotion of sound industrial relations, collective bargaining, social dialogue and effective labour dispute settlement.
- Provide support for strengthening the National IR Commission capacity, including the development of needs analysis research, data/information collection/processing, development/dissemination of annual IR report as required and supporting regular social dialogue.
- Provide support for the development of work plans with participation of MOLISA, Commission’s members and social partners (VCCI, VGCL, Worker Representative Organisations and MOLISA) with regard to the project implementation.
- Work with ILO specialists and other IR practitioners, meetings, seminars and workshops with social partners on legal frameworks, representation of social partners, collective bargaining, social dialogue, labour dispute settlement and other topics as required.
- Plan and implement, under the guidance of Country Director, a strategy for promotion of collective bargaining and social dialogue in a selected number of sectors and localities in close collaboration and regular contacts with government and social partners in those sectors and localities
- Perform, coordinate and report on the project administrative and financial work. This includes making cost estimates and budgets, preparing and checking supporting/justification documents, requesting funds and payments. Seek the most rational use of funds and ensure compliance with established ILO rules and procedures;
- Monitor progress and implementation of work-plans by reviewing, verifying and analyzing the situation and make appropriate actions, draft activity reports, project progress and final reports;
- Prepare and present, in cooperation with specialists, stakeholders, training materials and advocacy tools on social dialogue, collective bargaining and dispute settlement in seminars and other training activities. Maintain close working relationship with all relevant national stakeholders to ensure the smooth and efficient planning and execution of activities in coordination and synergy with ILO-NIRS/NIRF programme approach
- Work with ILO specialists to identify good practice approaches to social dialogue and collective bargaining and dispute settlement as well as identify measures to share and embed good practice, and prepare materials for knowledge production and dissemination.
- Collect the required information and prepare drafts of the news, press releases, official correspondence, briefs, statements and speeches, and other relevant internal and public information material in English, and in Vietnamese; compile relevant materials to promote knowledge sharing within the office, the UN, donors and media
- Under the DWCP framework, closely collaborate with programming unit and other development cooperation projects, particularly NIRF, Better Work, SCORE, EU CSR and others;
- Under the direction of the Country Director, undertake missions to project sites to monitor activities and progress towards the achievement of project outputs related to collective bargaining and social dialogue.
- Perform other tasks as requested by the Director of the Country Office.
University degree in law, social science, development studies, public policy, or related field.
Minimum of two years’ experience working in the field of Industrial Relations, Collective Bargaining and Social Dialogue. Experience working in international development and/or public bodies is an advantage.
Excellent command of English and Vietnamese languages.

- Good computer skills including use of standard office applications.
