OVERVIEW OF THE FUNCTIONS OF THE POST

Duration: Initial 06 months with possible extension subject to budget availability and satisfactory performance
Background:
UNESCO is implementing the project “Promoting sustainable tourism and private sector engagement for inclusive community development in response to the COVID-19 crisis". Globally, the project which began in mid-2021 aims to address some of the immediate socio-economic impacts of COVID-19 on tourism and heritage, accelerating the recovery to protect livelihoods and transform the sectors to become more inclusive and sustainable. The project will focus on engaging the tourism private sector to create incentives to boost competitiveness based on sustainable practices by providing training and capacity building for key stakeholders. It will invest in cultural heritage preservation while creating short term job opportunities by utilizing culture and heritage as a source of resilience.
Within this framework, the project in Viet Nam, focusing on two targeted locations including the Hoi An Old town and Trang An World Heritage sites, will contribute to three major outcomes, namely:
- Promotion of sustainable tourism approaches at World Heritage destinations;
- Creation of short-term and altenative job opportunities for impacted hospitality workers;
- Enhanced training and capacity building for tourist guiding and craft making sectors.
Work assignment:
- Coordinate the implementation of the project, ensuring the achievement of the project objectives, implementation of the proposed activities and production of the outputs/deliverables as per the approved project document and work plans, including following up and reporting progress;
- Oversee the financial management, support activities of the project and make revisions of the work plans and budget during implementation as necessary in consultation with the UNESCO Representative, Chief of Culture Section and key implementing partners;
- Work closely with national partners to build cooperative relationships for the effective and smooth implementation of project activities;
- Act as a key liaison with local authorities and all key stakeholders including the Viet Nam National Commission for UNESCO (NATCOM), Ministry of Culture, Sports and Tourism, Provincial People’s Committees; Heritage and tourism authorities, Tourism and Business association and relevant international partners;
- Undertake specific technical tasks including conduction and quality assurance of technical research and reports, policy and advocacy papers that are linked to the project implementation and desired outcomes;
- Work with the communication focal points of UNESCO and key partners to ensure an active and effective Project Communication Plan, provide regular project inputs for social media, the Organization website and other visibility tools;
- Prepare the project reports on the progress of activities/expenditures in close collaboration with implementing partners and assist Chief of Culture Section in UNESCO reporting system including internal and Donor reports and inputs for the joint UN report;
- Identify opportunities for new initiatives grounded on heritage and sustainable and expand the network of like-minded partners on sustainable tourism, community empowerment and benefiting locally at World Heritage sites.
Education
- University or advanced degree in Culture management, Sustainable tourism, International Development, or other related fields.
Work experience
- At least five (5) years of relevant professional experiences in working on project management, project coordination in sustainable tourism, culture management or community development;
- Sound knowledge of the linkage between culture and sustainable tourism;
- Solid knowledge of Communication for Development (C4D) approaches;
Languages
- Excellent written and spoken English.
- Excellent written and spoken Vietnamese.
