 Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations.  With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2017‑2021 has four priority areas: (1) Increased food security with focus on alleviation of hunger, malnutrition and food safety concerns; (2) Sustainable development of the agriculture sectors, contributing to the national Green Growth and other strategies on improved natural resources management and environment protection; (3) New Rural Development and Sustainable Poverty Reduction; and (4) Enhanced resilience of communities to disasters and threats. The incumbent’s tasks will largely fall under the fourth priority area.

Reporting Lines

The incumbent will work under the overall guidance of the FAO Representative in Viet Nam, the direct supervision of ECTAD Senior Technical Coordinator of the Emergency Center for Transboundary Animal Disease (ECTAD) in Viet Nam, and in close collaboration with FAO Viet Nam, relevant government colleagues and the ECTAD team at FAO Regional Office for Asia and the Pacific (FAO RAP).

Technical Focus: Antimicrobial resistance and usage

Tasks and responsibilities

  1. Support and assist the Senior Technical Coordinator to deliver national ECTAD program in Viet Nam;
  2. Support and assist the Regional Manager of FAO ECTAD RAP to deliver select initiatives of the regional ECTAD program in Viet Nam;
  3. Strengthen and support activities addressing antimicrobial resistance (AMR), antimicrobial use (AMU) and antimicrobial residues in livestock and aquaculture in Viet Nam by:
  • Supporting the implementation and monitoring of the national action plan on AMR and AMU;
  • Coordinating the implementation of FAO RAP initiatives in Viet Nam such as antimicrobial use monitoring at farm level, the development of veterinary antimicrobial therapy guidelines, and piloting new regional tools to address AMR, AMU or antimicrobial residues;
  • Supporting the development and implementation of other FAO and ECTAD projects/activities related to AMR, AMU and antimicrobial residues;
  • Maintaining regular communication and coordination with AMR stakeholders in Viet Nam and FAO AMR team at regional and global levels;
  1. Develop scientific conference posters, presentations and manuscripts for publication;
  2. Provide technical inputs to reports, events, and support field missions;
  3. Facilitate and support inter-sectoral collaboration and social-behaviour change communication; and
  4. Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in veterinary medicine or veterinary public health
  • At least 3 years of relevant experience working in the field of AMR
  • Working knowledge of English with excellent writing skills
  • Knowledge of common Microsoft applications
  • National of Vietnam

Technical/Functional Skills

  • Strong analytical thinking and interpersonal skills are needed.
  • Solid knowledge on AMR is needed.
  • Work experience in development projects/international organizations/NGOs/UN agencies is an asset.
  • Work experience with Government authorities, animal and public health stakeholders and development partners on AMR areas is desirable.
