National Senior Programme Officer


As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: Vocational training, environmental policy and sustainable use of natural resources, and energy. The joint technical cooperation programme “Reform of Technical Vocational Education and Training in Viet Nam” (TVET Programme) is financed by the German Ministry of Economic Cooperation and Development (BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Directorate of Vocational Education and Training (DVET) under the Ministry of Labour, Invalides and Social Affairs (MoLISA). The TVET Programme aims at better aligning TVET in Viet Nam to the changing world of work. It consists of three outputs:
  1. State actors, TVET personnel, TVET institutes and the business sector are interconnected
  2. The regulatory framework of TVET is aligned to the requirements of the changing world of work
  3. The concept of High-Quality TVET institutes is successfully implemented in selected TVET institutes
The TVET Programme is looking for a qualified national candidate to fill the position: National Senior Programme Officer High-Quality Technical and Vocational Education and Training (TVET) in the Sewerage Sector Duty station: Hanoi, Viet Nam Duration: ASAP for 1-year contract (with possible extension until 31.08.2023)   Main responsibilities:
  • Managing the commission in the area of High Quality TVET in the Sewerage Sector
  • Achieving the expected outcomes, outputs, and indicators in the area of responsibility
  • Ensuring close coordination and technical advice to DVET/MoLISA, DoLISAs, Provincial Peoples’ Committees, line ministries and other relevant actors
  • Planning, implementing and quality assurance of activities to ensure high-quality TVET in the sewerage sector in close cooperation with other team members in the TVET Programme
  • Providing professional advice to management and teaching staff of three high-quality TVET institutes in Hanoi, Ho Chi Minh City and Hue on the strategic development of the TVET institutes, the improvement of theoretical and practical training in the area of sewerage treatment and the cooperation with the business sector in implementing cooperative training in the TVET institutes and in companies
  • Providing professional advice to representatives of companies and sector associations to strengthen their engagement in TVET and partnership with TVET institutes and associations
  • Supporting the participation of Vietnamese trainees in skills competitions in the discipline “Water Technologies” on national and international levels
  • Supervising technically and coordinating staff members including an international Development Advisor at a TVET institute, national and international consultants and programme officers
  • Developing TOR to support capacity development of the partners and further development of training programmes as well as steering national and international consultants
  • Managing the budget and developing ready-to-use materials, procedures and processes concerning the area of responsibility
  • Advising on digital teaching and learning methods
  • Analysing lessons learnt and ensuring innovation, knowledge management and internal and external communication of results, preparing input for various programme reports including annual reports
  • Co-operating with and ensuring regular contact and dialogue with GIZ bilateral and regional projects in the Asian region, donors and implementers and other relevant stakeholders
  • Representing the programme at local and international conferences and workshops
  • Supporting the programme director in analysing and acquiring co-funding and cooperation possibilities
  Minimum requirements:
  • Excellent knowledge of the sewerage sector in Viet Nam
  • Advanced knowledge of the Vietnamese and international vocational training systems
  • Minimum of 8 years working experiences and 5 years working experiences in a similar position
  • Master’s degree in a related study programme (e.g. sewerage technology, environmental technology)
  • Strong organizational and analytical skills
  • Excellent verbal and written communication skills
  • Language skills: Vietnamese as a mother tongue and fluency in English. Knowledge of German is an advantage.
  • Strong self-motivation and proven ability to work both - autonomously and in a team
  • Ability to prioritize and plan effectively
  • Flexibility and willingness to travel
  • Working experience with international organizations (like UN, EU, DFAT, USAID) or the consulting industry is an advantage
