National short-term officers (Vietnamese)

1) Short-term Water Modeler/Engineer and 2) Short-term GIS officer

Background:

ICEM – International Centre for Environmental Management is an award-winning independent technical service centre that assists government, private sector and communities to define and implement policies for sustainable development. Established in Australia 1999, ICEM has its regional headquarters in Hanoi and is staffed by full-time international and national technical and administrative personnel.

ICEM works in Asia and the Pacific - especially in the Mekong countries and focuses on climate change, water resources management, disaster risk management, resilience, renewable energy, environmental assessment, environmental economics, nature based solutions (NBS) and biodiversity conservation. ICEM seeks to integrate environmental concerns with development through spatial planning, modelling, socio-economic analysis and environmental assessment tools.

ICEM is now seeking to employ two national short-term officers based in Hanoi, Vietnam, on a six month contract with possible extension starting in December 2021. S/he will report to the ICEM GIS and Modelling Manager and work in close interaction with relevant senior international colleagues.

1) Short-term Water Modeler/Engineer

The Short-term Water Modeler/Engineer will have the following responsibilities:

  • Conduct modeling linked to water resources management, disasters, climate change and decision support system (DSS);
  • Work as a key member in the modeling and GIS team to develop and use free source modeling packages applied in ICEM projects;
  • Support preparation of training and interpretative materials to accompany our modeling package
  • Conduct GIS analysis and provide support in preparing ICEM’s GIS products;
  • Support to update ICEM GIS and statistical database for ICEM projects including maintaining ICEM’s metadata management system;
  • Conduct collection, preparation and digitization of spatial data;
  • Work with technical staff to identify project spatial analysis requirements and opportunities;
  • Undertake spatial analysis of datasets as per project requirements;
  • Prepare thematic maps and figures for analysis, presentations and reporting;
  • Support the ICEM technical team in preparation of spatial materials for tenders and special events (eg. seminars, workshops and training).
  • Conduct other appropriate technical support activities as require.

Skills specification:

  • University degree or higher, preferably in Water Engineering, GIS, Water Resources & Environmental engineering, Natural Science, Mining & Geology;
  • Two years of professional experience in modelling, GIS, mapping, data management and implementation in related fields;
  • Excellent spoken and written English
  • Ability to use water modeling software support to Decision Support System DSS
  • Ability to use GIS (ArcGIS) and Remote Sensing software;
  • Good computer skills – Microsoft Word, Excel, Power Point, Photoshop/ Graphic design;
  • Ability to work independently and/or in small teams and be flexible;
  • Be enthusiastic and hard-work
  • Demonstrated passion and commitment to development work

2) Short-term GIS Officer

The Short-term GIS Officer will have the following responsibilities:

  • Support to update and manage the ICEM GIS and statistical database for ICEM projects with a focus on climate change, integrated assessment, disaster management, biodiversity and water;
  • Assist to maintain ICEM’s metadata management system;
  • Conduct collection, preparation, and digitization of spatial data;
  • Work closely with the ICEM technical colleagues to identify project spatial analysis requirements and opportunities;
  • Undertake spatial analysis of datasets as per the project requirements;
  • Prepare thematic maps and figures for analysis, presentations, and reports;
  • Support translation of the technical reports and/or presentation papers (English – Vietnamese, Vietnamese – English) as required; and
  • Support the ICEM technical team in preparation of spatial materials for tenders.

Skills specification:

  • University degree or higher, preferably in GIS, Natural Resources & Environment, Water Resources, Natural Science, Mining & Geology, Forestry or IT;
  • Two years of professional experience in GIS, mapping, data management and implementation in related fields;
  • Experience in using GIS software (ArcGIS, QGIS and others) for mapping, data analysis and calculation;
  • Experience in using Remote Sensing software and data;
  • Excellent spoken and written English;
  • Strong computer skills – Microsoft Word, Excel and Power Point;
  • Effective facilitation, communication and interpersonal skills;
  • Ability to work independently and/or in small team;
  • Demonstrated passion and commitment to ecological sustainability, diversity and inclusion and associated development work.
