Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations.  With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2017‑2021 has four priority areas:

(1) Increased food security with focus on alleviation of hunger, malnutrition and food safety concerns;

(2) Sustainable development of the agriculture sectors, contributing to the national Green Growth and other strategies on improved natural resources management and environment protection;

(3) New Rural Development and Sustainable Poverty Reduction; and

(4) Enhancing resilience of communities to disasters and threats. The incumbent’s tasks will largely fall under the second priority area.

Reporting Lines

  • Overall supervision: Rana Flowers, FAO Representative a.i in Viet Nam.
  • Direct supervision: Nguyen Song Ha, Assistant FAO Representative (Programme).

Technical Focus

Operation support to Climate Change, Environment and Disaster Risk Reduction Programme

Tasks and responsibilities

  • Provide operation supports to Climate Change and Disaster Risk Reduction portfolio, including support in drawing up Letter of Agreement (LoA) with local partners and service providers, arrangement of travel, logistic for workshops/ trainings, procurement, etc.;
  • Provide supports to Programme Officer to keep track of implementation of LoAs/ Service Contracts and ensure appropriate follow-up with service providers to deliver expected results in timely manner;
  • Ensure full compliance of operations with FAO rules, regulations and policies, implementation of corporate operational strategies, establishment of project management targets and monitoring of achievement of results;
  • Support in monitoring and coordination of different project activities and ensuring compliance with reporting requirements;
  • Monitoring of financial reports for activities, transactions;
  • All financial transactions are identified, recorded and verified in compliance with the FAO policies and procedures
  • Set up and maintain appropriate hard and soft filing system for records;
  • Provide supports to the UN CCE-DRR Result Group as required, including serve as Secretariat and Alternative to FAO’s focal points when needed;
  • Liaise and establish good working relationships with MARD, MONRE, other related public sector line agencies, relevant development partners, UN Agencies, NGOs and other sector stakeholders;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

  • A Bachelor's Degree and/or a minimum of 7 year experience in Operations Management, Project Management, Strategic Management, Business Management, or similar;
  • 5 year Experience with budgets and financial reports and monitoring expenses
  • National of Vietnam
  • High Proficiency in English and Vietnamese - spoken and in writing;
