  Agency: UN Volunteers Title: Operations Associate Job ID: 31776 Practice Area - Job Family: Management Vacancy End Date (Midnight New York, USA): 31/07/2020 Duty Station: Bonn, Germany Education & Work Experience: C-HS Graduate or Equivalent - 6 year(s) experience Languages:  Required: English Desired: Grade: G6 Vacancy Type: TA Local Posting Type: External Bureau: United Nations Volunteers Contract Duration: 4 months   Background The Volunteer Services Centre (VSC) is responsible for providing timely and high-quality services in the sourcing, identification and recruitment of UN Volunteers, as well as in the management of the Conditions of Service of volunteers and payroll of volunteers globally and in the management of special initiatives and enquiries.  VSC works in close collaboration with the Volunteer Advisory Services and Volunteer Solutions Sections at headquarters, as well as with Regional Offices and Field Units to ensure seamless and consolidated services in accordance with regulations and rules, pertinent policies and internal procedures.   Reporting to the Operations Associate, Volunteer Services, who coordinates volunteer services for a specific region, the Operations Associate provides support for recruitment and volunteer management services for different volunteer modalities and schemes.  He/she also contributes to strengthened partnerships with UN host agencies by applying agency-specific procedures that best support the implementation of the client’s mandate through UN Volunteers. He/she focuses on improved efficiencies to expedite placement and works closely with other Operations Associates to streamline processes and maximize output.   Duties and Responsibilities Provision of recruitment and volunteer management services
  • Provide recruitment and volunteer management services encompassing the full cycle of volunteers’ engagement, from recruitment through onboarding, transactional entitlements management and separation, in adherence to established regulations and policies;
  • Implement recruitment and volunteer management processes in relevant volunteer management applications such as in the Volunteer Management Applications Modules (VMAM) and in Atlas;
  • Guide and support candidates, UN Volunteers and UNV’s managers and partner agencies on the Conditions of Service for the different volunteer modalities, as well as and on the volunteer management cycle, and prepare specific briefs and guidance notes, as required, including for onboarding;
  • Create/update volunteer positions in Atlas;
  • Prepare offers. contracts and payments for recurring entitlements through payroll and vouchers in Atlas. Timely follow up with relevant staff on payroll issues;
  • Facilitate timely resolution of queries for all volunteer recruitment and management related transactions;
  • Contribute to the improvements of workflows by identifying bottlenecks and proposing solutions to streamline processes. Alert on deficiencies or risks and escalate related issues to direct supervisor’s consideration;
  • Liaise with Regional Offices and Field Units to look into special situations and provide guidance on applicable regulations, rules and policies to ensure full compliance with accountability framework;
  • Provide support to developing and regularly adjusting Standard Operation Procedures (SOPs) and client focused agency-adapted procedures;
  • Serve on a rotational basis as a focal point for the Centre on specific roles.
  Outreach activities and development of talent pools of candidates
  • Systematically work through social media and other means to identify suitable candidates for individual UNV assignments or service lines;
  • Identify gaps or shortfalls (languages, specific competencies, etc.) in UNV’s existing roster and develop appropriate strategies to satisfy partner demand;
  • Liaise with other team members in the Volunteer Services Centre, Regional Offices and Field Units to keep abreast of evolving demand for UN Volunteers in the region;
  • Represent, as necessary, the organization during external events, including through provision of online/onsite presentations to potential candidates;
  • Assess and earmark candidates on the database for specific professional categories, taking into consideration a balance of nationality, gender and language skills, as required. Proactively search for candidates with crisis- related experience to enable and help design/facilitate a rapid surge response;
  • Establish and maintain contact with the earmarked candidates through targeted correspondence to engage candidates to remain interested at short notice.
Facilitation of knowledge building and knowledge sharing
  • Provide inputs to the design of training materials and corporate activities towards building the recruitment capacity of staff at the regional and country level;
  • Work directly with Field Units to support volunteer management/administration and provide remote or on-sight training to new staff;
  • Synthesize lessons learnt and best practices in recruitment, deployment and volunteer management services to leverage client satisfaction;
  • Make contributions to knowledge networks and communities of practice;
  • Provide inputs and feedback for the improvement of IT support systems and related processes that enable the Centre’s timely and quality delivery.

  Required Skills and Experience Education:
  • Secondary education with technical training in business administration, human resources or related areas;
  • University degree in human resources, business or public administration is desirable, but it is not a requirement.
Experience:
  • 6 years of relevant experience in personnel and business processes management;
  • Knowledge of the conditions of service of the UN Common System or of international organizations is an asset.
Language Requirements:
  • Fluency in English;
  • Proficiency in French and/or Spanish is an asset
