BACKGROUND

Cowater International is seeking to recruit a highly qualified Community-Based Tourism Consultant for Community Based Tourism project in Y Ty which is currently implemented by Bat Xat Division of Culture and Information (DCI).

The GREAT Program is a flagship initiative of the Australian aid program in Vietnam – it commenced in November 2017 and will run for five years (2017 to 2021). The Program seeks to promote women’s economic empowerment (WEE) in the ethnically diverse north-west region of Vietnam. The primary beneficiaries are women living in the provinces of Son La and Lao Cai with a focus on economic inclusion for of women from ethnic minority communities.

The objectives of the Aus4Equality|GREAT Program are:

  • Objective 1 – Empowering local women: Women living in local communities have increased capacity, space and choices to beneficially engage with agriculture and tourism businesses.
  • Objective 2 – Inclusive businesses partnerships: Selected private sector actors within the agriculture and tourism sectors innovate to profitably and sustainably trade with more women entrepreneurs and operate in gender sensitive ways.
  • Objective 3 – Improving sector governance and policy: Government agencies reinforce policies, and enact plans, regulations and services that enable more inclusive socio-economic development.

GREAT is supporting its partner, the Division of Culture and Information of Bat Xat District (DCI Bat Xat) to implement a project Community-Based Tourism (CBT) in Choan Then village of Y Ty Commune, Bat Xat District, Lao Cai Province. The project includes the development of Community Tourism House, establishment of a Women run Collective Tourism Service Group, capacity building, tourism product development, tourism promotion and marketing, and business linkages.  

SUMMARY OF TASKS

Reporting to GREAT’s Tourism Advisor and working closely with DCI project manager, the consultant will help DCI Bat Xat to implement the project in Choan Then village, Y Ty Commune, Bat Xat District, Lao Cai Province.

The consultant is expected to work more intensively with DCI project team in the first 6 months, the remained time work can be delivered by online/ and offline.

SPECIFIC TASKS

Monthly the Consultant will spend between 6 - 7 days per month for the following tasks:

  • Provide overall project management support to the project team in planning (monthly/and quarterly), connecting with relevant actors for effective implementation of the project and monitoring project quality and reporting. 
  • Provide technical support including, coaching to DCI Bat Xat’s project team to undertaken following project activities:
    • Establish a women-run CBT Collective Tourism Service Group (including an appropriate operational structure, operation regulations and benefit sharing mechanisms and operational plans)
    • Develop and implement capacity building plan for the women run Collective Tourism Service Groups
    • Advise on fit out and operations of the Community Tourism/Accommodation House
    • The development of tourism product, tourism promotion and marketing, and tourism business linkage
  • Deliver training, coaching and mentoring to make sure that Collective Tourism Service Group has sufficient capacity to run and manage its operations and tourism services (Optional).

EXPECTED RESULTS

  • Collective Tourism Service Group is set up and operational
  • The Community Tourism House is operational
  • Tourism products and services are developed and provided to tourists
  • Tourism trainings are delivered
  • At least 3 tourism business linkages are developed between tourism operators and the Collective Tourism Service Group
  • At least 200 travellers use CBT services in the first of year operation July 2020 to June/2021

REQUIREMENTS

Demonstrated Knowledge and Skills:

  • Have a minimum 6 years’ experience in tourism development
  • Have good experience on CBT development
  • Relevant university qualifications
  • Experience in capacity building for Co-operative/Collective Group
  • Practical experience with international development projects and working with ethnic minorities in the mountainous area in Vietnam is an advantage.
