BACKGROUND
The External Relations and Communications Section (ERCS) builds and nurtures corporate donor relations, strategically leads the donor resource mobilization platform and conducts coherent communications efforts to highlight the value of volunteerism for peace and development and the contributions of UNV and UN Volunteers. The UNV Tokyo Liaison Office (hereafter UNV Tokyo), which represents UNV in Japan, is part of the ERCS, and is responsible for all the matters related to the Japan–UNV collaboration, including resource mobilization, mobilization of Japanese UN Volunteers, communications, advocacy and outreach to enhance visibility and recognition of the UNV programme and Japan-UNV partnership in Japan.
Reporting to the Chief, External Relations and Communications Section, and based at UNV Tokyo, the Partnerships Development Specialist supports the implementation of the Programme for Global Human Resources Development for Peacebuilding and Development (HRD) funded by the Government of Japan. She/he is responsible for managing, strengthening and expanding resource mobilization and partnership building initiatives with Japanese stakeholders, with a focus on the Japan Trust Fund. Additionally, she/he supports the mobilization of Japanese UN Volunteers, as well as communications, advocacy and outreach activities to enhance visibility and recognition of the UNV programme and the Japan/UNV partnership in Japan. The Partnerships Development Specialist is responsible for the administration of UNV Tokyo and supervises and gives guidance to Liaison Analyst of UNV Tokyo.
DUTIES AND RESPONSIBILITIES
Implementation of the HDR programme
- Manage and coordinate the activities of the Programme for Human Resources Development for Peacebuilding and Development (HRD) in accordance with relevant rules and regulations and results-based management principles;
- Perform timely financial, results monitoring and reporting activities on the HRD programme;
- Identify operational or financial issues, for corrective actions and developing solutions based on the terms of corporate agreements;
- Act as focal point for HRD-funded UN Volunteer assignments including the strategic assignment identification, and oversee the recruitment and deployment processes, in close coordination with relevant UNV sections and offices;
- Identify programmatic lessons-learned and propose new initiatives to promote volunteerism for peace and development;
- Coordinate with the Ministry of Foreign Affairs (MOFA) of Japan to achieve programme outputs and quality assurance of all activities including annual planning, resource management, etc.;
- Collect, review and analyse HRD UN Volunteer reporting questionnaires to capture good practices, lessons learned, statistics, etc., in close coordination with the Partnerships Development Associate;
- In collaboration with the Communications team and in coordination with the Government of Japan (GoJ), conceptualize and develop specific proposal(s) to support the HRD partnership to enable effective partnership-building and resource mobilization for UNV;
- Liaise closely with the GoJ on Japanese-funded UN Volunteer mobilization.
- Maintain effective and quality donor relations management – including scanning for potential of further partnership collaboration – through active engagement in events, missions and consultations;
- Support and contribute to the identification and organization of corporate partnership engagement activities and events including agenda setting and preparation of executive briefs, organization and coordination of strategic dialogues, donor engagements, and high-level outreach and advocacy events in Japan;
- Provide support in the articulation of funding proposals to cater to Japan’s policies and for new strategic priorities to enable effective resource mobilization;
- Analyze trends, produce a central donor intelligence mapping and other intelligence resources on current and potential donors in Japan, and provide advice to UNV on partnership opportunities working closely with the Regional Offices and Field Units;
- Support negotiating new agreements as per applicable policies and in consultation with relevant UNV parties.

REQUIRED SKILLS AND EXPERIENCE
Education
- Master’s degree in social sciences, public or business administration, or related fields.
- 5 years of relevant experience in managing development programmes;
- Work experience in multi-stakeholder partnership building dealing with public and private sectors, with international or intergovernmental organizations.
- Fluency in English and Japanese;
- Proficiency in another official UN language is an asset.
