Policy Coordinator (Oxfam)


Background

The Oxfam in Asia regional platform contributes to and implements Oxfam’s Global Objectives and Strategy and leads the implementation of Oxfam in Asia Strategic Framework, by providing vision and strategic direction to all of Oxfam’s work in Asia. This includes Oxfam’s humanitarian responses and the localization of humanitarian leadership, long term development programming and influencing work. Responsible and accountable for the strategic direction and effective management of the programming in Asia, effective management of financial and human resources in line with Oxfam policy and provide high-level support and representation for advocacy, fundraising and any other representational purposes in support Oxfam’s work and interest while ensuring gender justice and feminist principles are adopted.

  • Location:  Flexible within Cambodia, Laos, Philippines, Vietnam and Indonesia
  • Contract type: Fixed Term 1 year contract with possibility extension (subject to performance & funding approval by donor).

Job Purpose

  • Lead and coordinate the delivery of policy advocacy related to Just Energy Transition at national and regional levels.
  • Facilitate policy strategy development with partners and networks, and support partners to influence targeted regional and national actors on priority energy policy issues in accordance with program priorities.
  • Coordinate policy analysis, identify strategic research areas and produce policy briefs linking with Oxfam’s regional and global advocacy on JET.
  • Coordinate the development and implementation of I-JET influencing strategy including but not limited to stakeholder mapping and updates, defining influencing engagement structures with relevant regional actors and platforms.
  • Offer strategic advice to Oxfam in countries and regional partners to design and implement their respective JET influencing strategies that will contribute to the achievement of I-JET project objective, which is to influence Southeast Asian countries energy transition to strengthen human rights and community led renewable energy solutions.
  • Coordinate and mobilise coalitions and networks of CSOs to effectively engage and influence relevant actors such as regional bodies and platforms (ASEAN and others); financial institutions such as ADB and AIIB and policy makers and planners.

Key Responsibilities

POLICY AND INFLUENCING
  • Influencing Strategies: Lead and coordinate with Oxfam in countries and regional partners to design a cohesive JET influencing and communication strategies that are aligned with the I-JET program logics and MEAL framework.
  • Technical and advisory support: offer technical and advisory supports to Oxfam in countries and regional partners to plan and implement the JET influencing plan for impact within and beyond the scope of the I-JET influencing indicators.
  • Support in regular monitoring of major climate change and energy transition trends in the Southeast Asia region including power analysis and provide updates and written briefings to advise both Oxfam and partner organizations.
  • Monitor and communicate any significant progress as a result of influencing and engagement to inform relevant stakeholders and the public.
  • Lead and coordinate the development and dissemination of policy briefs aligned to regional and country contexts to wider audiences and stakeholders.
  • Lead planning and coordination with regional partners to co-convene and organize forums and dialogues to disseminate policies and approaches on fair and equitable energy transitions to target actors and audiences, including policymakers, civil society organizations, and private sector stakeholders.
  • Manage the research process, from conceptualization to dissemination, by coordinating with partners, consultants, and researchers, ensuring quality of research output, and overseeing the dissemination of research findings.
  • Monitoring and evaluating policy and regulatory developments related to energy and climate change in the project countries and provide regular updates to the project team including impact on transforming gender relations.
  • Identifying and advising management on emerging opportunities, risks and challenges for policy influencing (including identifying and advising on potential influencing work that will contribute to I-JET Project policy objectives).
  • Ensuring that regional and national policy influencing work is culturally and politically sensitive, informed by and linked to partner’s work with civil society and communities.
  • Liaise and communicate closely with the Oxfam International Regional Platform, advocacy, policy, campaigns and communication team to agree regional plans and ensure coordination of Oxfam International affiliates.
  • Work and collaborate effectively with other key policy, advocacy, campaigns and research staff in the Asia region and globally.
BUSINESS SERVICES
  • Advise, initiate and contribute to the development and periodic review of Oxfam policies.
  • Advise internal key stakeholders on policy and political aspects in sectoral disciplines related to the I-JET Project.
MANAGEMENT
  • Provide strategic leadership in area of expertise especially regarding policy and political analysis.
  • Coordinate delegated accountabilities for project risks and report regularly.
  • Contribute to the implementation and compliance of Oxfam administrative, health, safety and security policies and frameworks.
  • Accountable to the Project Manager; and works closely with staff within the program.
REPRESENTATION AND RELATIONSHIPS
  • Represent the project’s advocacy and policy priorities and positions to decision makers, policy makers, development practitioners and opinion formers including staff of international financial institutions, government agencies and intergovernmental bodies.
  • Engage with relevant stakeholders, including policymakers, civil society organizations, and the private sector, to promote policy changes and implementation of the project's recommendations.
  • Participate in relevant external debates, networking and dissemination of learning and analysis amongst allied organisations and community groups in pursuit of agreed policy influencing strategies and priorities.
  • Build networks and collaborate with local and international organisations working in the same scope of work.

Requirements

ESSENTIAL
  • Relevant University degree
  • Five years expertise in energy policy, climate change policy, and sustainable development issues, particularly related to a just transition to clean energy.
  • Familiarity with international policy frameworks related to energy, climate change, and sustainable development, including the Paris Agreement and the Sustainable Development Goals (SDGs).
  • Excellent analytical, research, and writing skills, with the ability to produce high-quality policy briefs, reports, and other written materials.
  • Analysis skills and experience in monitoring and evaluating policy outcomes.
  • Coordination and facilitation skills in working with civil society partners and networks, private sector actors.
  • Experience conducting stakeholder and power analysis and developing and coordinating/implementing policy and advocacy strategies to influence decision makers.
  • High level of skill in representation, liaison, negotiation and networking with different internal and external stakeholders on policy issues, including civil society, government and the private sector.
  • Analysis and written and oral communication skills in English, and experience producing evidence-based policy recommendations.
  • Leadership skills and the ability to motivate others, initiative and capacity to work as a member of a team, demonstrated leadership on gender and inclusion.
  • Ability to work remotely and experience using virtual meeting technology across cultures and language groups.
  • Resilient with the ability to be self-motivated and to demonstrate initiative in achieving objectives.
  • Relevant computer skills, including experience in using project management software tools, PowerPoint, Word and Excel.
DESIRABLE
  • Spoken and written fluency in a Southeast Asian language.
  • Enjoys working in highly multicultural environments and demonstrate flexibility and appreciation for diversity.
  • Ability to work independently as well as collaboratively in team and closed network settings.
