Summary:

The work schedule for this position is: Full Time 40 hours per week

Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Incumbent of this position will be under the supervision of the Procurement Supervisor, s/he will be responsible for local and overseas procurement of supplies, equipment, and services needed by Embassy Hanoi and associated agencies. Using the Integrated Logistics Management (ILMS) Ariba software system, the incumbent will maintain accurate paper and electronic procurement files. S/he will execute a limited number of simplified contracts.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  At least two years experience in purchasing is required.

JOB KNOWLEDGE: Must have a good knowledge of local business practices, including general business accounting and taxation system.

Education Requirements: College or university studies is required.

Evaluations:

LANGUAGE: 

Good working knowledge in Speaking/Reading/Writing English is required. (This will be tested.)

Fluency in Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES: 

Must have:

  • Strong interpersonal and negotiation skills.
  • Must have strong organizational, planning, and time management ability.
  • Good word processing and internet searching skills.
  • Must be able to read, understand and apply Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations (DOSAR) to all procurement actions.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
