- Summary: The work schedule for this position is full time 40 hours per week. Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

- EXPERIENCE: At least two years experience in purchasing is required.
- JOB KNOWLEDGE: Must have a good knowledge of local business practices, including general business accounting and taxation system.
- EDUCATION REQUIREMENTS: College or university studies is required.
- LANGUAGE: Good working knowledge in Speaking/Reading/Writing English is required. (This will be tested.); Fluent in Speaking/Reading/Writing Vietnamese is required.
- SKILLS AND ABILITIES: Must have/be: Strong interpersonal and negotiation skills; Strong math skills and be able to work within budget; Strong organizational, planning, and time management ability; Good word processing and internet searching skills; Familiar with databases; Able to read, understand and apply Federal Acquisition Regulations (FAR) and Department of State Acquisition Regulations (DOSAR) to all procurement actions.
