Duties and Responsibilities

  • Handle all commercial and service contracts and perform the full range of contracting functions.
  • Manage post’s most complex contracts which include but are not limited to special contracts for construction, architect-engineer designs, performance-based contracts, and Indefinite Quantity Indefinite Delivery (IDIQ) contracts.
  • Perform work as assigned by the Procurement Supervisor.
  • Identify, negotiate, and purchase from overseas and local vendors those supplies and services needed to support Embassy Hanoi.
  • Use the Integrated Logistics Management (ILMS) Ariba software system to place purchase requisitions, delivery orders, purchase card transactions, and Blanket Purchase Agreement (BPA) calls for local and overseas purchases as needed.

Qualifications and Evaluations

Requirements
EXPERIENCE: Must have at least three years of experiences in procurement with contract administration as a major duty. 
JOB KNOWLEDGE: 
  • Must have deep experience with contract management.
  • Must have knowledge of overseas and local business and industry practices, trends, and pricing.
Education Requirements:
The position requires a university degree in law, economics, business administration and/or, finance administration.
Evaluations:
LANGUAGE:  
  • Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
  • Fluent in Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: 
  • Must be customer-service oriented and be able to deal tactfully and effectively with a variety of local and overseas vendors and U.S. citizen clients.
  • Must be able to work as a team and have exceptional interpersonal and negotiating skills.
  • Must have intermediate MS Office skills and advanced Internet searching capabilities.
  • Must possess strong mathematical skills and be able to work within a budget.
  • Must have contract writing skills (This will be tested)

Benefits

Agency Benefits: Locally Employed Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.
 
1. Allowances: 
  • Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years).
  • Miscellaneous Benefits Allowance: US$1,000 per annum
 
2. Benefits
  • Tet Bonus - one-month basic salary
  • Merit Based Compensation - annual salary increase based on performance
  • Annual leave - 120 hours per year and the annual leave hours will increase every five years of creditable service according to local labor law

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
