Duties

Incumbent of this position will serve as a Program Assistant for the International Narcotics and Law Enforcement (INL) section. As a subject matter expert on Vietnamese law enforcement and justice sector issues, this professional-level position will be responsible for coordinating programmatic efforts of INL's Law Enforcement and Justice Sector Program. S/he will develop and implement programs to train and educate Vietnamese police, customs, border, and other law-enforcement professionals in fields critical to US Government (USG) and Vietnamese priorities. His/her advice and guidance will direct a multi-million-dollar annual INL assistance portfolio.  The incumbent will report to the American INL Law Enforcement & Justice Programs Coordinator and collaborate with colleagues in the INL Unit and other Embassy sections and U.S. agencies. The incumbent will plan, design, negotiate, implement, and evaluate law enforcement capacity building, justice sector, and legal reform projects and develop and maintain long-term relationships with stakeholders from working to senior levels, including Vietnamese government officials, International Organizations, other foreign Missions in Vietnam, and NGOs.  Other responsibilities include recruiting and vetting participants, organizing program-related procurement and logistics, and ensuring programs are carried out in accordance with pertinent regulations and according to plan. Incumbent will advise INL Vietnam, INL Washington, Political and Economic Sections, Embassy Front Office, and other relevant USG managers and agencies about the history, development, organization, status, and personalities involved in Vietnam's law enforcement developments, including policy-related implications of those developments. S/he will develop and maintain substantive reports, project plans, diplomatic correspondence, and bilateral agreements.

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least three years’ experience in managing or assisting in the management of assistance programs or related activities is required.

JOB KNOWLEDGE: 

Must have

- A broad familiarity with major issues relating to crime, law enforcement, and the Vietnamese criminal justice system.

- Knowledge of Microsoft software, including Outlook, Word, Excel, Access, and PowerPoint.

- Basic knowledge of administrative procedures, such as, filing, maintaining records, and establishing filing systems.

- Basic ability to perform basic bookkeeping and record keeping functions.  

Education Requirements: A Bachelor’s degree in international Relations, Development, Law, Economics, or host country equivalent is required.

Evaluations:

LANGUAGE: 

  • Fluency in Speaking/Reading/Writing English is required. (This will be tested.)
  • Fluency in Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES:

Must have/be:

  • Ability to design and manage projects, oversee funding, and coordinate intergovernmental and bilateral initiatives. Self-motivated and able to operate independently.
  • Basic knowledge of foreign assistance or ability to quickly become knowledgeable on the laws, regulations, procedures and practices relating to the management of INL foreign assistance funds, procurement for using such funds, measures for internal controls, accountability, and end-use monitoring of funds or commodities received by counterpart host government agencies.
  • Familiarity with procedures and practices relating to the enforcement of laws against transnational and organized criminal activities.
