Summary:

The U.S. Mission in Hanoi is seeking eligible and qualified applicants for the position of senior Communications advisor for HHS and CDC Vietnam, responsible for all on-going, current, communication and media development and delivery services that will enhance (showcase) the agency's exposure and accomplishments to USG and Vietnam government officials. their staff members and the public.

Duties

Work with the CDC Deputy Director and Technical Staff to facilitate use of social media, target audiences, and tailor messaging in order to meet regional cultural norms. Implement, maintain and update the CDC Vietnam communication and media strategy, identifying opportunities to highlight CDC support for HIV (PEPFAR), TB, GHSA and Influenza program activities. Develop working relationships and key communications contacts in regional and international NGOs, other bilateral and multilateral donors, and regional government organizations responsible for health outreach and help develop strategic communications to advance work of existing inter-agency and external partnerships. Under the direction of the Deputy Director, provides technical assistance to technical teams in planning communications that best promote changes in knowledge, attitudes and behaviors to support development and will be appropriate for the culture and language of the people to be reached.

Qualifications and Evaluations

Requirements:

Job Knowledge:

Must have good working knowledge of current telecommunications theory, including planning, management and advanced knowledge of principles and processes for providing effective messaging services. Broad perspective and thorough knowledge of the principles of public health programs and practice including knowledge of organizational and operational concepts and practices applied by public, private, or non-profit agencies and organizations engaged in health communication. A good working knowledge of the public health and clinical care system and structure influencing Ministry of Health (MOH) policies, program priorities and regulations is required. Good working knowledge of USG public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results is required.

Skills and Abilities:

Incumbent must possess advanced oral and written communications skills in English and be an active listener. The incumbent must have: excellent organizational skills and proven ability to work independently lo deliver projects within deadlines; the ability to work collaboratively in a team structure in a multicultural environment; sound editorial and journalistic judgment as well as local host government and USG political sensitivities; excellent networking skills; and excellent computer skills with experience/training for word processing, spreadsheets, Power point and graphics. The incumbent should also have the ability to work with and effectively communicate within CDC Vietnam and with other entities regarding communications issues, to effectively organize and plan during crisis situations and ability to anticipate and plan for communications needs and to instruct staff in the correct use of communications technology.

Education Requirements: Education:

University degree in journalism, international relations, communications, English or related degree.

Evaluations: LANGUAGE: Fluency in Speaking/ Reading/ Writing English is required. This may be tested.

Qualifications: Prior Work Experience:

At least 3 years experience in journalism, editing, web design or media relations in the English-language media.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

Other Information:

Post entry training will be focused primarily on Agency sponsored communications policy, health leadership development training. Attendance at conferences and workshops to address key communications issues may be required. Necessary post entry training will be provided on-site or at Regional or Atlanta based facilities.
