Program Coordinator cum M&E Officer


The Vietnam Provincial Competitiveness Index (PCI) is a collaborative product between the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID). The overall PCI comprises ten sub-indices, measuring provincial economic governance in important areas to private sector development through perceptions of domestic and foreign business operations across Vietnam’s 63 provinces. A province that is considered to perform well on the PCI is the one that has: 1) low entry costs for business start-up; 2) easy access to land and security of business premises; 3) a transparent business environment and equitable business information; 4) minimal informal charges; 5) has limited time requirements for bureaucratic procedures and inspections; 6) limit crowding out of private activity from policy biases toward state, foreign, or connected firms; 7) proactive and creative provincial leadership in solving problems for enterprises; 8) developed and high-quality business support services; 9) sound labor training policies; and 10) fair and effective legal procedures for dispute resolution.

The PCI provides a great service to Vietnam and its continued success is critical to ongoing economic prosperity. During its initial phase, the PCI was funded by USAID and implemented by an outside partner. As internal capacity has grown, the VCCI has taken ownership and now implements the PCI with direct funding from USAID.

VCCI seeks a Program Coordinator cum M&E Officer to ensure effective delivery of the PCI program through provision of high quality overall management of project cycle from designing, planning, implementation, monitoring & evaluation, to documentation of project results and learning.

Contract: Fixed term, 1 year with possible extension (depending on funding availability and performance)

  • Reporting to: PCI program manager
  • Based in: Hanoi with travel from time to time

Key responsibilities:

  • Contribute to developing and maintaining liaisons between the PCI Program and key partners; timely update and propose solutions to the PCI Program Manager on a daily basis
  • Monitor program deliverable quality and progress and report to the Program Manager on a regular basis
  • Monitor program activities and prepare draft weekly, monthly, and quarterly program progress reports and other internal performance reports as required
  • Take part in producing PCI-related presentations for PCI diagnostic and other PCI-related workshops at provincial, regional, and national levels, including data analysis.
  • Prepare draft quarterly PCI newsletters/bulletins to increase the program outreach; copyedit and assure quality of these PCI bulletins before dissemination
  • Translate and proofread/copyedit the PCI annual reports and other program products before publication
  • Provide support to international consultants throughout the development of the PCI report
  • Coordinate collaboration and ensure the quality and progress of the finalization of the PCI report layout versions
  • Monitor the operation of the PCI website (www.pcivietnam.vn) and the PCI information center; report and timely propose solutions to address/improve issues
  • Monitor program performance against the approved M&E framework and indicators of the PCI program; make quarterly updates/reports of the M&E indicators on the Development Information System in time as per scheduled
  • Ensure the quality of M&E data records to meet the Data Quality Assessment criteria
  • Contribute to writing program learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the program

Contribute to implementing other PCI program activities as assigned, specifically including:

  • Training courses to business associations and VCCI branches
  • Consultancies provided to provincial agencies in the development of strategies, plans, and policies for improving the business environment and provincial performance of the Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI)
  • Research studies and good practice sharing activities at the provincial and regional levels
  • Thematic research within the program framework
  • Managing the PCI data service
  • PCI sustainability activities, including development of the information hub, and other tasks as assigned.

Qualifications

Required skills, experience and knowledge 

Essential

  • University degree/post graduate, preferably Economics, Business Administration, Development Studies or equivalent
  • At least three years of working experiences in related fields with substantial knowledge and experiences with development programmes/projects, private sector, and familiarity with innovative approaches to address the related problems.
  • Practical knowledge and experience of projects design, report writing, advocacy and inter-agency networking and coordination
  • Sound experience in resource management, e.g. finance, assets.
  • Good analytical thinking skills and abilities to influence others.
  • Good social and intercultural skills.
  • Good written and spoken English and Vietnamese.
  • Good computer skills (writing and spreadsheet programmes).
  • Willingness to travel to remote areas of Vietnam.

In addition, you need to

  • Be a team player;
  • Have good social and interpersonal skills;
  • Be able to work across boundaries and enable cooperation among different groups/actors;
  • Be able to work under pressure in response to changing needs.
