JOB ANNOUNCEMENT – PROGRAM OFFICER

The University of North Carolina (UNC) is a project office of the University of North Carolina at Chapel Hill to conduct HIV prevention research in Vietnam. We have been conducting a number of randomized control trials (RCTs both behavioral and clinical research in men and women from general and key populations in Vietnam for 15 years.

In collaboration with the Vietnam Administration of HIV/AIDS Control (VAAC) and Hanoi Medical University, The UNC is conducting a pragmatic implementation trial comparing two Intervention Mapping implementation approaches for scale-up of the evidence-based intervention (EBI), referred to as System Navigation and Psychological counseling (SNaP), at 42 HIV testing sites, in 10 provinces of Vietnam, considering effectiveness, cost, and the
characteristics of HIV testing sites achieving successful or unsuccessful implementation. This study is a cluster randomized, controlled implementation trial. The two Intervention Mapping implementation approaches are the one size fits all Intervention Mapping arm (IM) and the tailored Intervention Mapping arm (TIM). The intervention used in the study combines systems navigation and psychosocial counseling for people who inject drugs (PWID), and it is designed to facilitate PWID’s engagement in HIV and substance use care.

Position: 01 Program Officer – Lead a study group of a Cluster Randomized Control Trial
              Full time position, based in Hanoi.

Report to: UNC Research Manager in Vietnam

Position Summary:

The incumbent of this position will co-ordinate SNaP study implementation at IM sites; supervise and provide technical support for IM sites, as well as co-ordinate activities of cost- effective component, including but not limited to the following:

Duties & Responsibilities:

Pre-implementation period

  • Develop and/or review study materials and tools, including but not limited to Standard Operation Procedures (SOP), assessment tools, intervention manual, data collection system, training materials for IM sites.
  • Participate in Intervention Mapping.
  • Coordinate cost-effective activities of the study during the pre-implementation period.
  • Provide training for site staff on SNaP intervention and technical aspects of the study implementation.
  • Make plan and coordinate study initiation at IM sites.

Implementation period

  • Make plan and coordinate operation of IM central implementation team
  • Make plan and coordinate study implementation at IM sites
  • Provide technical assistant for IM sites in study implementation and collecting data.
  • Monitor progress of IM sites
  • Provide booster training for IM sites if needed
  • Provide quality assurance for activities at IM sites and collected data, query the collected data.
  • Review and rate quality of counselling sessions
  • Provide technical assistant, monitor and provide quality assurance for cost-effective activities of the study
  • Generate report per request from PIs and Research Manager
  • Prepare budget estimate of study activities and prepare payment documents to submit to finance department to process payment.

Other tasks

  • Support TIM and Evaluation teams when needed or requested by Research Manager
  • Perform other tasks per requests of Research Manager

Required qualification and skills:

  • Bachelor of Public Health or higher
  • At least 5 years of experience working in public health. Having experience in conducting research study and cost-effective analysis is an advantage.
  • Good level of proficiency in English
  • Have experience in HIV counselling
  • Good at data quality assurance; data management; quantitative analysis and MS Office – will be tested.
  • Strong interpersonal and problem-solving skills
  • Able to work in team or independently
  • Respect the difference; be careful, trustworthy and responsible at work
  • Willing to travel frequently
