With the “Macroeconomic Reforms/Green Growth-Programme”, GIZ directly links these priority areas of activity with Viet Nam’s Green Growth Strategy to achieve lasting impacts in all sectors and facilitate Viet Nam’s progress towards a sustainable future.
TheProject “Strengthening Public Financial Management (PFM) in Viet Nam” is a co-financed action between the European Union and the German Government and is one component under the GIZ Macroeconomic Reforms/Green Growth Programme. The project is organized in three specific objectives: (i) State budget management and revenue forecasting is improved, (ii) Management of public debt is enhanced, and (iii) Tax environment and revenue mobilizationis enhanced.
Under specific objective (ii) “Management of public debt is enhanced”, the project aims to support the Ministry of Finance (MoF) to ensure sustainability of public debt financing, improve the effectiveness of debt management and reduce associated risks. The main partner for this workstream within the MoF is the Debt Management and External Finance Department (DMEF). The project provides various technical assistance measures to the DMEF such as advisory services, international best practices, workshops or training in different sub-topics of public debt mangement. 
The project is looking for a local qualified candidate to fill the following position:
  • Program Officer in Public Debt Management
  • Duty station: Ha Noi, Viet Nam
  • Duration: ASAP until 30.09.2026

Main responsibilities

  • The provision of technical and process advisory to the national counterparts in the Ministry of Finance (MoF) in the area of legal and regulatory framework for public debt management, operationalization of efficient public debt management and other related fields
  • The preparation, coordination and implementation of nationwide project activities, amongst others the organization of technical trainings, workshops, consulting missions, international fact-finding missions, research and drafting of analysis and studies in cooperation with a team of national and international long-term project staff members
  • The maintenance of existing and fostering of future cooperation and exchange between all involved international and local stakeholders
  • The monitoring, evaluation, documentation and dissemination of the implementation of activities and their impact on public financial management reform
  • The support of other project activities when required

Minimum requirements

  • Bachelor’s Degree or higher in Economics, Public Finance, Law or similar relevant degree
  • A minimum of 3 years of relevant work experience in Public Financial Management in a Vietnamese context
  • Work experience in areas relevant for public debt management (e.g., public debt portfolio management, macro-fiscal analysis, statistical models and/or tools for public debt analysis and management, fiscal risk management) would be an asset
  • Experience in working with relevant governmental institutions in Viet Nam, experience working with international development organizations would be an asset
  • Excellent understanding of the political, administrative and legal framework of Viet Nam’s PFM system
  • Excellent communication, research and presentation skills with a strong interest in international cooperation and development
  • Excellent language skills in Vietnamese and English, knowledge of German would be an asset, excellent IT-skills are a must (e.g. Excel and other MS Office programmes)
  • Willingness to travel, both within Viet Nam and possibly abroad
