Background

The Centre for Sustainable Rural Development (SRD) is a Vietnamese Science & Technology organization (under VUSTA) and committed to empower disadvantaged communities in rural and mountainous areas to adapt to the changing environment and sustainably manage their own livelihood systems in an equal and compassionate society.

Founded in 2006, SRD has conducted over 74 projects with the main focus on Sustainable Agriculture, Rural Livelihoods, Climate Change, Local Governance and Pro-Poor Policy Advocacy. SRD has also been a founding member and chair of major local networks including VNGO&CC, VNGO-FLEGT, and an active member of many other local/regional networks and policy forums.

We are currently implementing the project "Together We Can (VM075)" funded by Caritas Australia. We are looking for 01 Vietnamese candidate for the position of Program Officer.

The selected candidate will work in Hue City and can travel to the project area of SRD upon request.

Overall Responsibilities:

1. Participating and support in conducting research and surveys for project development;

2. Support in writing some parts of the project proposals as required including logical framework, methodological, operational, evaluative and financial aspect;

3. Develop detailed project work plan and budget for implementation on a monthly.Quarterly, bi-annual and annual basis;

4. Support preparing and review workplan prepared by the local partners within the project;

5. In charge of project activity implementation, monitoring, evaluation and supporting local partners in project implementation, such as planning, monitoring and providing technical assistance if any;

6. Ensure that all necessary financial procedures of project activities, including those conducted by partners are completed and in accordance with donors’ and SRD’s financial management system; including review monthly disbursement report;

7. Be in directly implement project activities and/or with the project partners in line with the agreed project framework;

8. Write progress narrative reports as per planned (quarterly, midterm, annum and project completion;

9. Conduct and get consultation of the Line Manager for recruitment of technical consultants for project implementation and evaluation (hiring consultant, TOR and documentary preparations, planning, supervising, writing sub-report as required;

10. Facilitate the project partner and Document methods, good practices, experiences and results from communities and partners;

11. Participate into the project review and evaluation if any.

Other tasks

1. Participation and contribution into the program strategy development;

2. Develop and maintain good relationships to ensure effective communication and sharing of information, take part in networks for experience learning and sharing with other related agencies on relevance;

3. Provide inputs on project information (including photos, articles…) to Communications department;

4. Work closely with other members in program team for cross-checking and capacity building for local partners and communities at project sites through training workshops.

5. Perform other related work as required (may be required to take on special assignments and more frequent interaction with senior members in program development issues).

Key relationships

Internal:
  • Central office and Program Manager based in central office; communication and finance departments.
External:
  • Government agencies at district and commune levels; Local CSOs; Children, adolescent, youth, and communities and the PwDs clubs.
Qualification and competencies required:
  • Bachelor degree in social science, agriculture, forestry, environment management, economics or relevant subjects;
  • At least three years of experience working in community development;
  • Working experience in project management/implementation focused on Climate change, disaster risk reduction, child protection, disabilities or development works.
  • Understanding of local/national situation;
  • High commitment of working in development sector.
  • Fluent in both English and Vietnamese;
  • Good facilitation skills and experience in participatory approaches, right based approach, asset-based community development approach, GEDSI and community empowerment;
  • Ability to work independently under minimize supervision as well in a team;
  • No historical record of child and sexual abuse and compliance to SRD’s relevant policies.
  • Good skills of project planning/implementation/monitoring and evaluation, data collection and analysis, communication, time management, decision making, problems solving, teamwork, financial management, etc
