WORK CONTEXT / BACKGROUND

World Vision is a Christian relief, development and advocacy organization working to improve the quality of life of people, especially children who are marginalized and living in poverty. World Vision helps all who are in need, regardless of their religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has been funded from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and Private Non-Sponsorship (PNS)/grants (30%). WVV employs about 430 staff, of which 93% are Vietnamese nationals.
WVV is operating in 14 provinces including Hanoi, Dien Bien, Hai Phong, Hung Yen, Quang Ninh, Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Da Nang, Quang Nam, Quang Ngai, Ho Chi Minh, Dak Nong. WVV’s Area Program (AP) usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

PURPOSE OF POSITION

  • Provide strategic leadership, management and coordination of WVI Vietnam in grants acquisition and compliance, as well as in implementing quality programmes, advocacy and emergency responses that deliver sustainable impact in the lives of the most vulnerable children, and measuring and communicating impact at scale.
  • Ensure the quality of program assessment, design, monitoring, evaluation, accountability, learning and impact in line with World Vision’s program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable communities in Vietnam.
  • Lead a high performing team to effectively capture, utilise and communicate evidence of impact across all programs, ensuring compliance with donor requirement

REQUIREMENTS include:

  • A master degree in any of the following fields: education, public health, community development, social works, strategic management, business administration or related field.
  • Minimum 8 years of experience in relief, development work as well as in development and management bi-lateral grants and other government grant compliance experience within World Vision in Asian context.
  • Experience measuring impact using monitoring, evaluation and research skills; and building capacity of others in these skills.
  • Good knowledge and understanding of key aspects of development work; including Child Protection, Livelihoods, Health and Nutrition, Education, economic development, food security, cross-cutting themes (e.g. gender, environment, disability), and integration of advocacy and disaster management in development programming.
  • Knowledge of donor requirements and funding sources such as: Australian DFAT, New Zealand MFAT, Japanese MOFA/JICA, Korea’s KOICA, EU, USAID, ADB and other bilateral and multilateral donors, and provide strategic leadership, advice and develop proposal with high quality. High level of negotiation and persuasion skills in seeking funding commitments and gaining design approval from donors. Demonstrated leadership skills to support WVIV in prepositioning for bilateral and multilateral grants
  • High level of diplomacy skills with a strong focus on meetings and relationship building with partner NGOs, local government, multilateral organizations, donors.
  • Demonstrated leadership skills including coaching/mentoring. Excellent interpersonal skills and ability to facilitate and empower self-directed autonomous teams.
  • Estimated 50% travel requirement (international and domestic)
