OBJECTIVES OF THE PROGRAMME

  1. Effective implementation of WHO collaborative programmes.
  2. Efficient application of the renewed results-based managerial framework of WHO through programme development, implementation, monitoring and evaluation of WHO's programme of cooperation with countries in the Region.
  3. Support the Division in the application of the Global Management System in respect of supporting collaborative programmes, resource mobilization and communication.

DESCRIPTION OF DUTIES

Under the supervision and guidance of the Head of WHO Country Office (HWO) in the Lao People's Democratic Republic, the incumbent will perform the following duties:
  1. Provide support to the HWO in the preparation of office operational budget including conducting of country office programme budget and workplanning exercises for output 4.3 (Cat 6) workplan;
  2. Provide support to the HWO in the administrative operations of the office in key operational areas: procurement, human resources, budget and finance, protocol, logistics and transportation, office administration/building management, security and IT to ensure consistent delivery of all administrative services to WHO staff;
  3. Provide advice to the HWO by identifying country office internal operational and administrative risks and proposing risk mitigation and management and corrective/compliance measures;
  4. Participate actively in the work of the Western Pacific Regional Office Regional Administrative Network. Participate in the peer review group;
  5. Cooperate and establish reliable working relationships with the Ministry of Health (MOH) and other national authorities articulating workflow, targets attained and standards met with specific emphasis on the implementation of financial planning and monitoring to establish mutual trust and cooperation while ensuring a proper use of funds;
  6. Establish reliable working relationships with United Nations organizations and facilitate efficient programme delivery, especially through active participation in the work of the Country Operational Management Team and ensure effective cooperation with United Nations Department of Safety and Security;
  7. Support the country office and national authorities in establishing appropriate contingency planning and business continuity planning for the work of the Organization in the country; and
  8. Lead training initiatives for the country office support team (administrative staff from the technical units and from the programme and administrative unit) and coordinate internal capacity-building and staff development initiatives to reinforce the importance of effective and efficient administrative service delivery.

REQUIRED QUALIFICATIONS

Education

  • Essential: First university degree in management, administration, public health or related field from a recognized university.
  • Desirable: Master's degree inbusiness administration, management or similar field.

Experience

  • Essential: Minimum of five years' relevant work experience in leading administrative work of a team at national/international level in a larger organizational context.
  • Desirable: Previous international experience in similar roles and experience within WHO or other international organization

Skills

  • Thorough understanding of essential WHO/UN and/or other internationally-recognized policies, procedures, rules and regulations;
  • Good knowledge and analytical skills on the principles and practices of administration, programme and project management;
  • Able to manage information productively and translate them to practical and relevant actions;
  • Capable to motivate and manage colleagues to engage in broader/strategic aspects of the work as part of a team and beyond individual areas of work; and
  • Excellent ability to communicate and work harmoniously with partners, able to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1796 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
