Job Purpose
- Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of population and development. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks. You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.
- The Programme Analyst is responsible for and substantially contribute to the effective programme support, management and implementation of the Result 1 of the One Strategic Framework for Sustainable Development Cooperation Framework between the United Nations and the Government of Viet Nam (CF) (UNSDCF)/Country Programme Document (CPD) on population ageing and social protection (CPD Output 2) under the broad principles of human rights, the International Conference on Population and Development (ICPD), and Agenda 2030.
- S/he analyzes and assesses relevant social policies relating to vulnerable populations and provide substantive inputs and support to programme formulation and evaluation, joint programming initiatives and national development frameworks on issues related to population ageing and social protection policies.
- S/he guides and facilitates the delivery of high quality and measurable UNFPA’s programme results by monitoring results achieved in the implementation of population ageing and social protection policy related interventions, in line with agreed upon CF/CPD outputs, expected results and indicators while ensuring the established policies, rules and procedures of UNFPA and Government are complied to in all programme/project activities.
- S/he assists in influencing counterparts from diverse backgrounds to jointly contribute to advance the ICPD Programme of Action.
- S/he closely collaborates with other programme officers, operations/administrative support staff of the CO to facilitate programme delivery.
You would be responsible for
- Providing technical support to UNFPA-supported Implementing Partners and other relevant partners in development, implementation, monitoring and evaluation of programme interventions on vulnerable populations (young people, older persons, people living with disabilities, migrants, ethnic minorities and others).
- Coordinating technical inputs and providing technical and capacity support to national partners to generate evidence on access to social services and social protection among vulnerable groups
- Providing substantive inputs to UNFPA responses and advocacy strategies responding to population ageing and relating to social protection policies for vulnerable populations, taking into account political and social sensitivities. Takes opportunities to advocate and advance UNFPA’s policy agenda by participating in public information events.
- Engaging in building and managing a substantive knowledge base on population and development and its linkage and implication to policies; assessing technical assistance needs in the area of population ageing, social protection policies and advising on the suitability of interventions to meet priority needs.
- Identifying policy issues from data analysis and researching to facilitate policy dialogues and the incorporation of these evidences into national plans and strategies, UN system initiatives such as the One Strategic Framework for Sustainable Development Cooperation. Ensuring population issues emerged from data analysis, ICPD goals and SDGs are translated into national and local interventions, and responsive to Government plans and priorities.
- Participating in and facilitate specific inter-agency efforts and discussion on the provision of technical support to implement ageing and social protection policies, strategies, plans and programmes for vulnerable groups.
- Co-ordinating and supporting to relevant UN Working Groups and facilitate inputs to all joint initiatives with other UN Agencies and Implementing Partners including joint planning, joint missions and joint reporting/reviews.
- Providing technical and substantive support to the delivery of high quality and measurable UNFPA’s programme results by monitoring and reporting results achieved in the implementation of relevant thematic interventions, in line with agreed upon CF/CPD outputs and indicators while ensuring the established policies, rules and procedures of UNFPA and Government are complied to in all programme/project activities.
- Providing guidance and facilitating the work of consultants, advisors and experts, establishing and maintaining collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address issues in population ageing and social protection policies.
- Documenting good practices and lessons learned from other countries on policy advocacy/formulation and programme interventions on vulnerable populations; Being the CO focal point on Knowledge Management and South-South and Triangular Collaboration.
- Representing UNFPA in social protection and policy advisory forums and groups.
- Working with other programme officers on upstream policy advice and promoting programme coherence and linkages. Contributing to the CO’s resource mobilization undertakings.
- Demonstrating and promoting gender sensitive behavior and gender equality within UNFPA and with partners.
- Actively contributing to the One UN Initiative advancing the ICPD agenda and mainstream gender, human rights, and culture into policy advocacy, programming, and monitoring and evaluation as appropriate.
- Providing timely feedback to Supervisor and UNFPA Senior Management Team on programme implementation, monitoring and evaluation and implement any other assignments requested by the Supervisor and UNFPA Senior Management Team.
Qualifications and Experience
Education:Master’s degree in population, demography, economics, public policy and/or population and social development related field.
Knowledge and Experience:
- At least two years of increasingly responsible professional experience in programme/project management in the public or private sector which demonstrates expertise in the substantive area of work and programme experience.
- Strong track record of data analytical skills and proven ability to produce demonstrable results.
- Demonstrated ability to network among partners active in supporting development issues.
- Good understanding of the Vietnamese Government’s population related policies, laws, policy making processes and the ability to establish and maintain effective working relationships with the relevant Government partners.
- Field experience would be desirable.
- Experience in policy analysis, policy research on and programming for initiatives in the area of social protection policies will be an asset.
Languages
Fluency in both oral and written English and Vietnamese
