The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with the obligations under the Montreal Protocol. The Fund Secretariat located in Montreal, assists the Executive Committee in this task (www.multilateralfund.org). The Secretariat is administered by UN Environment. This post is located in UNEP/MLF at the Montreal duty station. Under the overall supervision of the Deputy Chief Officer, the incumbent will perform the following tasks: Responsibilities1. Substantive analysis and preparation of documents for Executive Committee meetings and other meetings: Develop, update and implement guidelines for business planning including reporting formats and monitoring; co-ordinate the submission of business plans of bilateral agencies and each of the four implementing agencies; Review the accuracy of the financial data and substantive information submitted against objectives of the Montreal Protocol and decisions of the Executive Committee; Address data inconsistencies; Communicate and elicit responses from bilateral and implementing agencies on problems and issues identified on the draft business plans; Prepare documents on the three-year consolidated business plan of the Multilateral Fund, the three-year business plan of bilateral agencies, and the three-year business plan of each one of the four implementing agencies, including recommendations for consideration by the Executive Committee; Compile, review and prepare a document containing recommendations on the performance of the implementing agencies based on agreed indicators, for consideration by the Executive Committee; Compile, assess, analyze and prepare a document on the update of the implementation of the three-year consolidated business plan and cash flow analysis of the Multilateral Fund for consideration by the Executive Committee.
2. Review and data analysis for the preparation of annual progress reports, implementation of multi-year agreements, and project completion reports: Review data for the preparation of the consolidated annual progress report of the Multilateral Fund and annual progress reports submitted by bilateral and each of the four implementing agencies, verify and resolve data inconsistencies between the progress reports, project completion reports and the Inventory of Approved Projects, and analyze the statistical data in progress reports; Update financial data and substantive information on implementation of multi-year agreements; Review and analyze data related to consumption and production of controlled substances, financial data and substantive information contained in project completion reports submitted by bilateral and implementing agencies; Prepare the list of completed projects with funding balances submitted by bilateral and implementing agencies; Update information on implementation of multi-year agreements; Review the accuracy of the financial data related to the annual reconciliation of the accounts with the Fund Secretariat and implementing agencies; Review, assess and prepare a summary table from the reports of the meetings of the Executive Committee on the funding levels approved for the bilateral and implementing agencies; Review and assess core unit data and administrative costs accuracy. 3. Country programme data and prospects for compliance: Verify and consolidate information received from reports on the implementation of country programme submitted by Article 5 countries, review the data against data reported by Parties under Article 7 of the Montreal Protocol; Provide analysis and summary tables for the report on the status of compliance of Article 5 countries in achieving compliance, identify situations of potential non-compliance with the Montreal Protocol and propose recommendations for consideration by the Executive Committee. 4. Participation at meetings of the Executive Committee and meetings with bilateral and implementing agencies: Prepare relevant documents, summaries, tables and databases on all the matters related to the post for consideration by the Executive Committee and for discussions with bilateral and implementing agencies during inter-agency coordination meetings convened by the Fund Secretariat; Revise and finalize the documents and databases based on the discussions; and Participate in the discussion and provide substantive comments on the final report of the meetings 5. EducationAdvanced university degree (Master’s degree or equivalent) in programme management, business administration, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five (5) years of professional experience in programme management, multilateral environmental agreements and/or financial mechanisms at a national or international level is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
