VACANCY ANNOUNCEMENT As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: Vocational training, environmental policy and sustainable use of natural resources, and energy. The joint technical cooperation programme “Reform of Technical Vocational Education and Training in Viet Nam” (TVET Programme) is financed by the German Ministry of Economic Cooperation and Development (BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Directorate of Vocational Education and Training (DVET) under the Ministry of Labour, Invalides and Social Affairs (MoLISA). The TVET Programme consists of three components:
  1. TVET Policy Advice and System Reform
  2. Support for Centres of Excellence for TVET
  3. TVET for Skilled Workers in the Wastewater Sector
The TVET Programme is looking for a qualified national candidate to fill the position: Programme Officer Future of Work, Digitalisation, TVET 4.0 Duty station: Hanoi, Viet Nam Duration: ASAP for 1-year contract (with possible extension until 31.08.2023) Main responsibilities:
  • Initiating policy-related change processes concerning the future of work and digitalization
  • Providing professional advice to DVET by identifying needs, providing technical inputs (including policy papers), supporting the development of concepts, strategies and legal documents concerning the future of work, digitalization, Industry 4.0, TVET 4.0
  • Providing advice to DVET on a digital learning platform, Open Educational Resource (OER) Platform
  • Advise to programme partners on use and development of OER
  • Development of digital solutions for the allocation of inclusive, cross-occupational further training offers
  • Coordinating and implementing project activities and capacity development measures in close coordination between the three components and in cooperation with the partners
  • Advise on digital teaching and learning methods
  • Developing ready-to-use materials, procedures and processes concerning the working area
  • Leading knowledge management in the working area and communicate innovations to a broad range of stakeholders
Minimum requirements:
  • Excellent knowledge of ICT and digital learning platforms and applications
  • Minimum of 3-5 years working experiences in a similar position
  • University degree in a related study programme (e.g. occupational pedagogics, computer science)
  • Strong organizational and analytical skills;
  • Excellent verbal and written communication skills;
  • Language skills: Vietnamese as a mother tongue; fluency in English and knowledge of German is an advantage;
  • Strong self-motivation and proven ability to work both - autonomously and in a team;
  • Ability to prioritize and plan effectively;
  • Flexibility and willingness to travel;
  • Working experience with international organizations (like UN, EU, DFAT, USAID) or the consulting industry in the fields Future of Work, Digitalization and TVET 4.0 is an advantage
