The Mekong Delta Climate Resilience Programme (MCRP) (2019-2021) is a technical cooperation programme, jointly funded by the governments of Viet Nam and Germany and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Its objective is to support the Vietnamese authorities on their path for a sustainable development of the Mekong Delta through the climate-resilient management of natural resources along the coast. MCRP focuses on three working areas:

  1. Governance support for national level and 13 Mekong Delta provinces: support the establishment of an institutional framework for regional coordination in the Mekong Delta
  2. Investment policy for national level and 13 Mekong Delta provinces: support the improvement of investment planning and coordination for a climate-resilient and gender-sensitive land and water use management including coastal protection for the Mekong Delta
  3. Technology and solutions for seven coastal provinces and An Giang province of the Mekong Delta to intensify the use of innovative and climate-adapted technologies and solutions

MCRP has a comprehensive workplan focused on three key areas: land-use and agriculture, water, and regional coordination in the Mekong Delta. To effectively carry out the programme activities, additional human resources are required.

The Mekong Delta Climate Resilience Programme (MCRP) is looking for a qualified local professional for the position of:

Programme Officer – Water Management Duty station: Can Tho, Vietnam Duration: ASAP until 31.12.2021 with the possibility of extension

Main responsibilities:

  • Overseeing the implementation of activities of thematic team “Water management and Coastal protection” (Water & Coast) of MCRP that she/he is responsible for
  • Making sure the achievement of progress and result of activities as have been formulated in the operational plan
  • Ensuring that the activities are implemented in compliance with GIZ rules and regulations
  • Liaising with and providing professional advice to partners and stakeholders at provincial and local level during the implementation of the activities
  • Providing input for integration of the result into the portfolio of Water & Coast team as well as the overall framework of MCRP

Specific tasks:

  • Coordinating with partners at provincial and local level, consultants and concerned units of MCRP for implementing activities that he/she is responsible for, including preparation of concepts, paper-works and documents for procurement of goods and services as required for the implementation
  • Monitoring the activity budget, in consultation with the manager and/or responsible officer(s)
  • Compiling relevant information, data and contents as require for M&E purpose
  • Liaising and consulting with provincial partners in identifying local needs and providing inputs for conceptualizing measures and planning for the Water & Coast portfolio
  • Formulating job descriptions and terms of reference, participating in the selection, and assuming the supervision of consultants and third parties in the course of carrying out activities, including performance evaluation
  • Providing input to policy development and advocacy processes that concern or fall under scope of Water & Coast team and/or MCRP
  • Monitoring the implementation of activities that she/he is responsible for, and undertaking quality assurance measures and proposing necessary changes and adjustments
  • Designing, preparing and organizing workshops, meetings and events on issues related to the areas that she/he is responsible for
  • Preparing and reviewing progress reports and documents, identifying challenges/bottlenecks and proposing options/solutions to team leader and/or responsible officer(s)

Minimum requirements:

  • Master’s degree in water management, with at least 3 years working experience
  • Good knowledge and understanding about water management issues in Mekong Delta
  • Knowledge and experience in coastal protection in Mekong Delta is an asset
  • Excellent English skill, especially in writing
  • Familiarity with GIS and hydraulic modelling platforms (such as QGIS and MIKE)
  • Capability to accompany and supervise multidisciplinary consultant teams
  • Capability to work and cooperate with governmental partners and research institutions
  • Ability to travel frequently to the field
  • Good presentation skill (in Vietnamese and English)
  • Good teamwork and interpersonal skills
