Project Assistant – “Meal Distribution” project


WORLD VISION VIETNAM is looking for Vietnamese competent candidates to fill the following vacancy:

  • WVV Project Assistant – “Meal Distribution” project (2 positions)
  • Work base: Huong Hoa or Dakrong district, Quang Tri province

WORK CONTEXT / BACKGROUND

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has funding 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 420 staff, of which more than 99% are Vietnamese nationals.

The strategic focuses of WVV include: (i) children protection all forms of abuse, exploitation, violence and injury; (ii) reduction of malnutrition rate of children under 5 through integrated approach; (iii) sustainable livelihood for poor households to support sustainable well-being of children.

Currently, World Vision Vietnam is implementing 36 Area Programmes (APs) which operate in 14 provinces Beside the APs, WVV is also implementing PNS/Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

Meal distribution is a PNS funded by World Vision Korea. The project goal is “Reduce malnutrition among children under 5 in Huong Hoa and Dakrong District”.

To achieve the goal, the project is designed with the following outcomes:

  • Outcome 1: Rehabilitated malnourished children under 5 through nutrition education in kindergarten by applying the PDH model
  • Outcome 2: Increased household food availability among households with underweight children under 5

The project activities will be implemented under the management of Dakrong and Huong Hoa AP Manager with technical support Technical Program Officer on Nutrition of Central Zone. AP manager in Dakrong will be the project manager who are responsible as contact persons for the project.

PURPOSE OF POSITION

To provide assistance to the Project Manager in implementation the project activities in accordance with the work plan and budget plan approved by the donor.

To serve as a catalyst, partnership broker, and builder of the capacity of local partners, facilitating the development process toward the reduced malnutrition in children under 5 years old in the target areas in Dakrong and Huong Hoa AP.

ROLE DIMENSION / DESCRIPTION

1. Planning

  • The project partners both local government officials and community members are empowered to plan, implement, monitor and evaluate project activities according to the project’s plan and to ensure the sustainability of the project;
  • Health and Nutrition technical programme materials, data are used for participatory decision making process.

2. Implementation, Monitoring and Reporting

The project will contribute to reducing the underweight prevalence through direct meal distribution. The meal distribution will be implemented based on the Positive Deviance Hearth (PDH) approach.  It is expected that

  • The project activities are well implemented at the Project areas.
  • Following strictly WVV and Donor finance procedures and guidelines. Ensure appropriate expenditures/utilization, transparency and integrity of all expenses.
  • Developing and ensuring quality, realistic plans of action, budgets, and monitoring and evaluation of activities, outputs, and outcomes are done in alignment with WV’s DME and Donor requirement as well.
  • Planned targets of the project are achieved.
  • Ensure that impact will be made on the lives of children through wise stewardship of the project resources, capacity building to community members, and empowerment of HHs with malnourished children;
  • Project reports, including, monthly photo update, periodic narrative progress reports are developed according to requirement of Donor.
  • Final evaluation with KII, FGD tool required by donor is well conducted.

3. Relationship and Collaboration

  • Assist Project Manager to build and nurture effective partnership with relevant agencies (District officers, commune officials, members of VDBs, DPMB/CPMB, kindergartens and volunteers).
  • Assist Project Manager to collaborate with technical programme officer/manager and other AP staffs to ensure good integration of the project with nutrition project’s intervention of AP.

4. Capacity building and Documentation

  • Assistance is provided to capacity building for local and government counterparts who will carry out project activities at grassroots levels through coaching after training.
  • Assist Project Manager to document project good practices, lessons learnt and Most Significant Change stories etc.

Knowledge, Skills, Abilities:

  1. Education
  • Bachelor degree or equivalent certificate of health or public health, community development or related fields.

2. Knowledge & Skills

  • Community mobilisation skills, including networking/coordination among different local partners;
  • Demonstrated training and group facilitation skills;
  • Good time management and organizational skills;
  • Good interpersonal and communications skills; 
  • Good computer skills in Word, Excel, PowerPoint and email;
  • Good knowledge in media engagement and public engagement
  • Good English, especially report writing and reading skills;
  • Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-empowerment development concepts, approaches and processes.

3. Experience

  • 1-2 years of relevant work experience on nutrition and livelihood for nutrition
  • Experience in INGO-funded project planning and implementation.
