VACANCY NOTICE Open to Internal and External Candidates (Vietnamese Nationals Only) Position Title: Project Assistant, Youth Engagement Duty Station: Hanoi, Vietnam Classification: General Service Staff, G5 Type of Appointment: Special Short-Term, 6 months with potential extension Estimated Start Date: As soon as possible Closing Date: 5 PM, 20 February 2024 Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. ORGANIZATIONAL CONTEXT AND SCOPE
In recent years, IOM Viet Nam has actively promoted youth engagement in advocating for safe and regular migration, particularly through social media, while equipping young people with the knowledge to stay informed about migration trends and best practices. Building on the success of existing youth engagement activities, IOM Viet Nam plans to expand its youth network by empowering young people to lead safe migration initiatives and address migration challenges within their communities. To support this effort, IOM is recruiting a Youth Engagement Assistant to ensure a rights-based, migrant-centered approach and the effective implementation of youth engagement activities. Under the overall supervision of the Head of Projects and Partnerships and the direct supervision of the National Communications Officer, and in collaboration with relevant units in the Country Office, the successful candidate will assist in implementing youth engagement activities at IOM Viet Nam.RESPONSIBILITIES AND ACCOUNTABILITIES
- Assist in the implementation and monitoring of youth engagement activities within projects managed and/or implemented by IOM Viet Nam.
- Retrieve, compile, summarize, analyze, and present information/data on youth migration and development topics.
- Monitor budgets, verify the availability of funds, obtain necessary approvals, and update budget-related information for youth engagement activities.
- Act as the focal point for administrative coordination of youth engagement activities, liaising extensively with various organizational units and external parties to initiate requests, obtain necessary clearances, process approvals, and follow up on administrative actions.
- Draft status reports, identify shortfalls in delivery, bring them to the supervisor’s attention, and suggest remedial actions.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions related to youth and youth engagement.
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nations agencies, intergovernmental organizations, and non-governmental organizations relevant to youth and youth engagement.
- Assist in monitoring the work of implementing partners and report non-compliance to the supervisor.
- Provide informal translation and/or interpretation as required.
- Perform other related duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE
Education:
- High school diploma with four years of relevant experience; or
- Bachelor’s degree in International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited academic institution, with two years of relevant professional experience.
Experience:
- Experience in supporting liaison with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations.
- Experience with United Nations agencies, international humanitarian organizations, non-governmental or governmental institutions in a multicultural setting.
- Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is preferred.
- Experience working in emergency relief and/or recovery projects is an advantage.
Skills:
- Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities.
- Excellent communication, facilitation, presentation, and negotiation skills.
- Demonstrated proficiency with Microsoft Office applications (Excel, Word, PowerPoint, SharePoint), Zoom, and Kobo Toolbox.
- In-depth knowledge of migration-related subject areas addressed by the Organization.
- Knowledge of UN and bilateral donor programming is preferred.
LANGUAGES
- Proficiency in both English and Vietnamese (oral and written) is required.
