About Research and Training Centre for Community Development (RTCCD)
The Research and Training Center for Community Development (RTCCD), established in 1998, is a science and technology organization under the Vietnam Union of Science and Technology Associations (VUSTA). The RTCCD conducts research, develops community intervention projects, provides capacity building training and supports policy development in the areas of maternal and child health, early childhood development, non-communicable disease prevention and social work.
Position: 01 PROJECT COORDINATOR
Project: Enabling Mountainous and Rural Children from Five Provinces in Vietnam to Grow and Thrive (Short name: EM-THRIVE)
Employment Type: Full-time, Three-year contract
Report to/under supervision of: Project Director – RTCCD Board of Directors
Background
The EM-THRIVE Project is Phase 4 of the Early Journey of Life Project (2014 – 2023) (
https://ejol.vn//). EJOL is a parenting education program focusing on the first 1000 days of the child’s life (from pregnancy to 24 months of age), promoting maternal physical and mental health and child development, and positive parenting skills through behavior-change training classes.
The EM-THRIVE Project will run for three years in 5 provinces of Ha Giang, Soc Trang, Quang Ninh, Binh Thuan and Can Tho. In collaboration with the Ministry of Health, National Expanded Program on Immunization, Provincial CDCs, and Provincial TV Stations, the project will adapt parenting education materials from EJOL training programs into local dialects for pregnant women, parents of the children from 0 to 5-year and expand the training program’s reach.
Job Description
The Project Coordinator (PC) will oversee the EM-THRIVE project, ensuring timely implementation and achievement of expected results. Key responsibilities include:
- Act as a liaison between RTCCD and partners, stakeholders and donors about project.
- Develop annual work plans and budget based on the project’s master plan.
- Coordinate and supervise project activities, ensure that all activities are implemented on track and in accordance with the regulations of the donor and the Governmental Regulations;
- Oversee daily project execution to ensure timeline, budget and quality standards are met.
- Oversee project data to identify trends, promote continuous improvement and recommend necessary solutions to the Project Director.
- Provide guidance and mentorship to program officers, fostering professional growth and ensuring high performance.
- Monitor project funding and ensure funding is used for the right purpose appropriately, effectively and transparently;
- Prepare narrative reports (mid-year and year-end) in both English and Vietnamese, and ensure the accuracy and timely submission of these reports to donor and governing agencies;
- Manage consultant contracts, including the recruitment process, progress tracking, product review, adjustment suggestion, and payment to consultants;
Qualifications and Requirements
- Master’s or PhD degree in public health, psychology, medicine, and social sciences.
- At least 5 years of experience as project coordinator for international funding projects in public health and community development.
- Knowledge and experience in early childhood development are highly desirable.
- Experience with research, surveys and field supervision.
- Strong communication skills for working with government agencies, NGOs, and international partners.
- Fluently in English (spoken and written).
- Strong teamwork, problem-solving, and organization skills.
- Proficiency in writing project proposals is an advantage
