We are looking for a Vietnamese national for:
- Position: Project Manager – No Child Business Project
- Location: Ho Chi Minh City
ROLE PURPOSE:
This position is responsible for the overall management of Save the Children’s No Child Business project, to ensure the achievement of project objectives, to “delivers outcomes for Children with Quality, On time, On Budget and With Compliance”.
This position covers the role of Child Protection Thematic Lead at the SC Country Vietnam Office.
KEY AREAS OF ACCOUNTABILITY:
Project Quality Management and Technical Support
- Oversee field implementation to ensure project activities are delivered with quality and on time;
- Be responsible for achievement of project KPIs.
- Manage relationships and contacts with key project partners including UNICEF, provincial government agencies and local partners;
- Develop and review project’s Detailed Implementation Plan (DIP), Procurement Plan, Forecasts, including that of partner organizations;
- Keep up with recent and cutting edge developments in the international and national community in regards to child labor issues;
- Coordinate closely with other sectoral advisors and specialists, especially with UNICEF, Technical Advisors (TA) & MEAL colleagues, to provide technical support and quality project management.
- Review and approve development of case studies and other project materials;
MEAL
- Lead project-level MEAL, including regular monitoring visits to provinces and the project mid-term review and end line study, follow up on complaints and feedback action plan and facilitating & documenting learning initiatives;
- Finalize project reports from Project Officers and partners for submission to senior managers
- Produce regular internal and donor reports.
Staff management
- Provide direct supervision to Project Officers and/or Assistants to ensure the project team works productively and with high quality in project implementation;
- Work together with project team’s members to identify clear performance objectives for each member including clear division of tasks and responsibilities, capacity building, and support and motivate them to develop and implement their plans to achieve their objectives.
Financial management
- Ensure the effective and efficient use of all Save the Children resources in order to keep costs low and ensure safety in the workplace;
- Manage project budgets including developing, reviewing, and monitoring project budgets and partners’ budgets, cash forecast, and phasing budgets;
- Reviewing monthly financial reports and listing of expenditures prepared by Finance Team.
Representation, advocacy and networking
- Support engagement and communication with Save the Children Netherlands & UNICEF on project progress; Serve as the main contact to represent the Project in participating provinces and maintain effective integration and coordination with UNICEF, local partners at all levels to facilitate implementation, sustainability and scalability of the project;
- Build and maintain effective partnerships and networks with other relevant technical groups, civil society groups, NGOs, and UN agencies dealing with child labour.
- Support national level advocacy initiatives
QUALIFICATIONS
- At least University degree in community development, child protection, social development or related field;
- At least 5 years management experience in an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts;
- Proven technical knowledge and capacity to lead implementation of child labour prevention activities, projects and programs
EXPERIENCE AND SKILLS
Essential
- Good understanding of challenges facing vulnerable children and communities in Vietnam;
- Commitment to humanitarian principles/accountability frameworks, especially for work with vulnerable populations;
- Ability to work effectively with people of diverse backgrounds, to motivate and inspire team work
- Ability to analyze information, evaluate options and to think strategically;
- Excellent English language narrative writing skills: reports, proposals, promotional materials, etc.
- Excellent interpersonal, communication and presentation skills;
- Commitment to and understanding of SCI aims, values and principles including rights-based approaches.
Desireable
- Flexibility and a sense of humour – ability to work, live and thrive in challenging circumstances;
- Prior experience in child labour prevention, child protection programming is a plus;
- Have a very high level of personal and professional integrity and trustworthiness;
- Experience of working with local government and partners;
- Experience of working in an emergency setting and/or commitment to build that capacity;
- Thrive in a fast-paced and fun environment.
