In UNDP Viet Nam Country Office, the Monitoring and Evaluation (M&E) is a cross-cutting and quality assurance function, mandated to ensure programme quality through results planning process (planning routes, monitoring and evaluation system, and results and impact reporting). The M&E Team (include the M&E Analyst as the Team leader and a Project M&E Associate) provides technical support to individual projects to promote results-based management culture and best M&E practices. The M&E Team is thus expected to work closely with UNDP’s programme team and project implementing partners to ensure the full compliance with UNDP’s corporate standard requirements and a successful implementation of the UNDP country programme.
The Project M&E Associate is expected to provide support in the following areas, but not limited to i) Managing the CO’s project list, project management-related dashboards; ii) Country office’s knowledge management, project management, M&E, and quality assurance of project result-based management (RBM); iii) Implementation of some inter-unit CO projects and production of communication materials; and iv) Programme Support.

Duties and Responsibilities
Provide support in managing CO project list (including ongoing projects and pipelines) in Quantum and UNITY

CO project list (both off-line and in Quantum) is regularly updated. Projects’ basic information in Quantum are monitored and updated on quarterly basis as minimum.

Pipeline list (both off-line and in UNITY) is monitored and monthly updated, with adequate attention is paid to vertical funds and partnership opportunities.
Monitor and ensure UNDP project management-related dashboards are properly updated (whenever a new project is approved and quarterly updated)

Project Management Information in Quantum: Linking to outcomes and output of country programme/UNDP global strategic plan, project outputs/results, indicators, markers (humanitarian, disability, gender), risks, location, multi-year budget and targets (updated annually) and actual results (updated quarterly).

IATI Transparency Portal:
- Project documents, baselines, indicators, locations, linking to CPD/SP Outcomes and Outputs, (whenever a new project is approved)
- Annual budget and targets (annually)
- Actual results (quarterly)

UNDP Evaluation Resource Center:
- Decentralized project evaluation plan uploaded and updated
- Management Responses and follow-up actions uploaded and monitored.

Key Performance Indicators (KPIs) of the country office is closely monitored.

Project Risks: Support project team in ensuring risk quality Project Risks are quality assured. Risk dashboard is monitored and updated.
Support the Planning, M&E Analyst in quality assurance of project result-based management (RBM)
-
Project formulation via local project appraisal (LPAC) process: provide input/comments with focus on project governance arrangements, project risks, Results and Resources Framework (RRF) and M&E.

Project implementation: Monitor project annual work-planing and reporting.
Provide support in country office’s knowledge management, project management and M&E
-
Develop templates for project management (LPAC checklist, annual work-plan, M&E plan, back-to-office report, annual report, etc.) based on UNDP procedures.

Develop monitoring tools for gathering CO projects’ M&E data that contribute to country programme M&E data.
-
As member of the CO’s knowledge management taskforce, support the establishment and maintenance of CO’s filling systems.
-
Instruct CO staff to access UNDP guidelines on Project Management/M&E.
-
Provide briefing/trainings on UNDP Project Management/M&E and GOVN regulations on ODA management.
Provide support for production of communication materials
-
Administrative and technical support provided during the design, finalization and production of country office’s communication materials, as requested by the Communication Analyst.
Provide administrative support to the implementation of some inter-unit CO projects (Engagement Facility, CO projects under management of the Deputy Resident Representative and others)
-
Tracking and controlling project expenditures against commitments to ensure the conformity with approved AWPs and Budget, determining gaps between budgets and expenditures, committed and actual allocated funds to advise Project Manager (PM) for taking actions; supporting operational and financial closure of a project in Quantum.

Supports to the implementation of all project activities, including recruitment of international and national consultants, organizing technical workshops, training activities, consultations, travel arrangements and procurement of goods and services.

Support PM in periodic review of project work-plans and advise PM on the progress and work-plan’s conformity to agreed results and outputs for finalization.

Supporting timely operational and financial project closure.

Supporting documentation and dissemination of lessons learnt and best practices
Provide support to the Planning, M&E Analyst in programme M&E and programme support.

Country programme formulation, monitoring and evaluation.
-
Country programme annual planning and reporting: Integrated Work Plan, Bi-annual Review, Results Oriented Annual Report.

Decentralized evaluations are technically supported and quality assured.

Project Quality Assurance Assessment done every two years
-
Quality assurance for project implementation arrangements, selection of Responsible Party, Low Value Grantee.

Maintenance of the partnership with the Ministry of Planning and Investment and other Government Aid Coordination Agencies (GACAs)

Required Skills and Experience
Education:

Secondary School Education is required. University Degree (Bachelor’s degree) in Accounting and Finance, Business or Public Administration, Economics, Political Sciences and Social Sciences will be given due consideration but is not a requirement.
Experience:
-
Minimum 7 years (with Secondary Education) or 4 years (with Bachelor’s degree) of relevant experience in accounting and finance, project management, result-based management, public administration, data analysis…
-
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
-
Experience in project management: planning, organizing, managing project activities to achieve project.
-
Experience in working with data and quantitative date analysis: inspecting, cleansing, transforming and modelling data with the goal of discovering useful information, informing conclusions and supporting decision-making.

Experience in project monitoring: identifying the consistency or discrepancy between planned and actual activities/performance and results.
Required languages:

Fluency in English and Vietnamese languages.
