The Project Officer/Technical Waste Management Expert will support the project with technical knowledge and will be responsible for contributing towards the achievement of the project’s contractual targets in Vietnam. He/she will do everything possible to ensure that the country-specific project’s targets are met.

The project “3RproMar” (Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs) is a regional technical cooperation program, jointly funded by the governments of Viet Nam and Germany and implemented by (GIZ). Its objective is to support the Association of Southeast Asian Nations (ASEAN) member states in the improvement of implementation capacities for reducing land-based plastic waste leakage to protect the seas. In Vietnam, it supports the development of national measures for waste leakage reduction as well as their transmission to strategies on local level. There are also activities to involve the private sector to develop approaches for waste leakage reduction along value chains. Further, pilot projects showcasing 3R solutions that can reduce the amount of plastic that is leaking into the marine ecosystem are to be implemented in Soc Trang Province in the Mekong Delta. The activities foreseen will, amongst others, include the optimisation of waste segregation through trainings and infrastructural improvements, value creation and market development for recyclates, technology transfer, and behavioural change measures. Involved stakeholders range from local administration and government bodies to private sector actors, and civil society organisations.
The ASEAN Municipal Solid Waste Management (AMUSE) project is an initiative to improve environmental quality in small and medium-sized tourist cities in the ASEAN region that is implemented by GIZ. The AMUSE project applies a holistic, multi-level, and multi-stakeholder approach working with the ASEAN Secretariat (ASEC) at the regional level, and with national and local governments in the country components. The project collaborates with stakeholders in the tourism industry on matters regarding waste prevention, treatment, and recycling, also involving relevant public, private, and civil society actors. In Vietnam, activities include the implementation of pilot activities in Da Lat where a transition to sustainable waste management, and a more circular (tourism) economy under the integration of responsible ministries, tourism associations and local actors will be supported. Main responsibilities
  • Support the implementation of pilot project activities in Soc Trang Province and Da Lat for the reduction of (plastic) waste leakage and improvement of solid waste management;
  • Support the preparation of terms of references and tender processes; monitor and steer the work of short-term experts and other service providers;
  • Provide technical advisory services, coordinate and support the development and implementation of 3R approaches and technologies (e.g. integrated municipal waste management, plastic waste management, plastic recycling, circular economy, marine litter prevention, zero waste, reuse, (plastic) waste reduction along value chains, business models, access to finance, etc.);
  • Build and cultivate networks and partnerships with actors inside and outside of GIZ, including local governmental actors, private / informal sectors, communities, civil society and international organisations, etc. around the topics of marine litter, circular economy, sustainable tourism and integrated waste management;
  • Conceptualize and organize strategic dialogues and expert events;
  • Ensure active continuous communication and reporting with/to project partners and project team;
  • Support the monitoring/evaluation/knowledge management of the project by collecting and adequately distributing information and relevant communication material about the activities;
  • Support other activities in close coordination with the project team at national and regional levels.

Minimum requirements

  • University degree in the fields of waste management, environmental science, economics, sustainable development or a related field;
  • At least 5 years of project management or coordination experience in the fields of municipal solid waste management, circular economy, private sector cooperation or other relevant field;
  • Technical knowledge on municipal waste management, 3R approaches, circular economy;
  • Strong networking capability, good communication skills and cooperation experience with stakeholders from the public, private and informal sectors, as well as civil society and international organisations enabling collaboration to achieve joint objectives;
  • Good knowledge of stakeholders, processes and institutional set-up of municipal waste management on Provincial and national level in Vietnam;
  • Experience with working in international/multicultural work environment;
  • Excellent spoken and written Vietnamese, complete fluency in English (spoken and written);
  • Willingness to frequent national and international travel;
  • Experience with GIZ is a plus.
