About the project

Through the International Climate Initiative (IKI), GIZ has been commissioned by the German Federal Ministry for the Economic Affairs and Climate Action (BMWK) with the project for Support to Viet Nam for the Implementation of the Paris Agreement II. The lead executing agency is the Ministry of Natural Resources and Environment (MONRE), further implementing partners are MARD, MOT as well as the provinces of Quang Binh and Ha Tinh.

The project aims to support Viet Nam’s development pathway and its consistency with a just net-zero transition in line with the Paris Agreement, the Convention on Biological Diversity (CBD), and the 2030 Agenda on Sustainable Development. The project works with MONRE to address the Ministry’s specific capacity gaps regarding coordination mechanisms that continue to be a barrier to integrate climate and biodiversity considerations across key ministries and at provincial level. The agriculture sector is targeted in cooperation with MARD and selected provinces to boost capacity on Nature-based Solutions for Adaptation (NbSA). The project also serves as an interface for all projects in Viet Nam that are financed through IKI and promotes knowledge management and exchange, and the use of genderresponsive approaches in all instances and at all levels.

Main responsibilities

  • Assist the programme management (CTA/TA) in achieving the programme´s objectives;
  • Provide technical advice to the Nature and Biodiversity Conservation Agency (NBCA), other line ministries and provincial government agencies on biodiversity and the nexus to climate change;
  • Support NBCA and other line ministries with the systematic design, development and integration of strategies and policies in the field of biodiversity;
  • Assist NBCA with the development of strategies and plans to implement the National Biodiversity Strategy and Action Plan (NBSAP);
  • Provide assistance in reviewing and amending the national legal framework on biodiversity in line with the Global Biodiversity Framework (GBF);
  • Support policy dialogue and knowledge exchange on biodiversity for a greater engagement and exchange of academia, private sector, development partners, women`s organisations as well as government stakeholders;
  • Provide advisory services for the preparation of upcoming CBD COPs;
  • Track international developments, debates and agreements on biodiversity and integrate them into the advisory work of the SIPA project;
  • Contribute to the implementation of NbSA measures and capacity development in the provinces of Ha Tinh and Quang Binh;
  • Support the mainstreaming of NBSAP targets in provincial planning processes;
  • Contribute to fundraising and proposal development to attract national and international climate and biodiversity finance;
Other tasks

  • Assist NBCA with the organisation of workshops, capacity development formats and external consulting;
  • Assist the project management to coordinate and communicate with political partners (ministerial and provincial levels and line agencies), other donor and implementation agencies and the civil society;
  • Coordinate and cooperate closely with the other project officers working with MONRE, MARD and the provinces, both within VN-SIPA II and related projects within the Cluster;
  • Contribute to the knowledge management within the IKI community in Viet Nam through active contribution to the quarterly IKI newsletter and events and workshops of the IKI Interface component.
  • Identify national and international financing options for the implementation of biodiversity measures and support partners on national and local level in accessing them;
  • Integrate project outputs into the legal and institutional framework of project partners;
  • Support and contribute to the M&E system of the project, prepare reports and presentation material;
  • Assist the project team and external consultants of the project in the design and implementation of its communication strategy and its knowledge dissemination in Viet Nam;

Minimum Requirements

  • Master’s Degree ideally in a subject related to at least one of the following fields: biodiversity, environmental sciences, natural resources management, environmental policy, political sciences or a related field.
  • At least 5 years of professional working experience in project implementation and management. Work experiences abroad is considered an asset.
  • At least 3 years of professional working experience in a comparable position;
  • Profound knowledge through working experience of the Vietnamese biodiversity policy, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes;
  • Good knowledge of the international biodiversity discussions and negotiations as well as of relevant international agreements and practices in relation to climate change;
  • Strong technical expertise in the area of development and implementation of biodiversity projects;
  • Excellent written and oral communication skills in English and Vietnamese, with analytical capacities and ability to synthesise relevant findings;
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.
  • Excellent self-management and coordination skills;
  • Creativity, proactivity and proper initiative towards the results of the programme;
  • Excellent ability to share knowledge and experience, a good team player;
  • Demonstrated ability to work and produce - sometimes under high pressure - high quality outputs
