About "3RproMar" project
The project Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs (3RproMar) is a regional technical cooperation program, jointly funded by the governments of Viet Nam and Germany and implemented by (GIZ). Its objective is to support the Association of Southeast Asian Nations (ASEAN) member states in the improvement of implementation capacities for reducing land-based plastic waste leakage to protect the seas. In Vietnam, it supports the development of national measures for waste leakage reduction as well as their transmission to strategies on local level. There are also activities to involve the private sector to develop approaches for waste leakage reduction along value chains. Further, pilot projects showcasing 3R solutions that can reduce the amount of plastic that is leaking into the marine ecosystem are to be implemented in Soc Trang Province in the Mekong Delta. The activities foreseen will, amongst others, include the optimisation of waste segregation through trainings and infrastructural improvements, value creation and market development for recyclates, technology transfer, and behavioural change measures. Involved stakeholders range from local administration and government bodies to private sector actors, and civil society organisations.
About "AMUSE" project
The ASEAN Municipal Solid Waste Management (AMUSE) project is an initiative to improve environmental quality in small and medium-sized tourist cities in the ASEAN region that is implemented by GIZ. The AMUSE project applies a holistic, multi-level, and multi-stakeholder approach working with the ASEAN Secretariat (ASEC) at the regional level, and with national and local governments in the country components. The project collaborates with stakeholders in the tourism industry on matters regarding waste prevention, treatment, and recycling, also involving relevant public, private, and civil society actors. In Vietnam, activities include the implementation of pilot activities in Da Lat where a transition to sustainable waste management, and a more circular (tourism) economy under the integration of responsible ministries, tourism associations and local actors will be supported.For support in the implementation of 3RProMar and AMUSE, GIZ is looking for a qualified local candidate in Ho Chi Minh City to fill the following position:
Job Details
- Duty station: Ho Chi Minh City, Vietnam
- Duration: ASAP until 30th June 2025
Main responsibilities
- Provide technical advisory services, coordinate and support the development and implementation of 3R approaches and technologies (e.g. integrated municipal waste management, waste segregation at source, plastic waste management, plastic recycling, circular economy, marine litter prevention, zero waste, reuse, (plastic) waste reduction along value chains, business models, EPR, access to finance, etc.) to the project teams, project partners, and further stakeholders;
- Write TOR, manage and monitor international and national consultants and experts in the fields of integrated waste management, circular economy, sustainable tourism, and marine litter for 3RproMar and AMUSE;
- Build and cultivate network of private and informal sector actors in Vietnam’s recycling sector;
- Identify current efforts, barriers and best practices for the private formal and informal plastic sector (up and downstream);
- Advise private sector players and foster knowledge exchange formats (e.g. study trips, webinars, side events at fairs, studies, etc.) on 3R solutions, their implementation, and the integration of the informal sector;
- Engage in internal and external technical discussions on the topics of sustainable waste management, circular economy and related fields;
- Ensure active continuous communication and reporting with/to project partners and project team;
- Support the monitoring/evaluation/knowledge management of the project by collecting and adequately distributing information and relevant communication material about the activities;
- Support other activities in close coordination with the project team at national and regional levels.
Minimum requirements
- University degree in the fields of waste management, environmental science, or a related field;
- At least 5 years of project management or coordination experience in the fields of municipal solid waste management, and/or circular economy, or other relevant field;
- Technical knowledge on municipal waste management, recycling options/technologies and other 3R approaches, integrated municipal waste management, financing models for waste management, circular economy, zero waste approaches, EPR, behavioral change, plastic reduction measures;
- Technical knowledge on framework conditions and barriers in Vietnam’s plastic recycling and waste treatment sectors;
- Familiarity with environmental issues especially related to municipal (plastic) waste management;
- Good knowledge of stakeholders, processes and institutional set-up of municipal waste management and recycling on Provincial and national level in Vietnam;
- Experience with working in international/multicultural work environment;
- Excellent spoken and written Vietnamese, complete fluency in English (spoken and written);
- Willingness to frequent national and international travel;
- Experience with GIZ is a plus.
