Project Officer “Process Heat” (GIZ)


As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Project Development Programme (PDP) is implemented by the Deutsche Gesellschaft für International Zusammenarbeit (GIZ) within the scope of the German Energy Solutions Initiative and commissioned by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). Since 2007, PDP has been supporting the energy transition in the partner countries through concrete project development and project initiation in the field of renewable energies. Support has been provided to small and medium-sized German enterprises (SMEs) in the fields of renewable energies, energy efficiency, smart grids and storage technologies as they seek to position themselves on international markets. In cooperation with other GIZ projects and local German Chambers of Commerce abroad (the AHKs), PDP develops solutions for market development, to establish partnerships between German and local companies, and promote climate friendly energy solutions. PDP is active in the following target regions: West Africa, South and East Africa, the Middle East, South Asia and South-East Asia.

Heat is the world’s largest end use of energy, accounting for almost half of the global final energy consumption in 2021, significantly more than electricity (20%). Industrial processes are responsible for 51% of the energy consumed for heat. The industry is therefore characterized by processes that require considerable amounts of energy in the form of heat. Currently, the apparel and footwear sector in Vietnam is using wood, biomass, gas and coal fired boilers for heat generation. The targeted facilities in Vietnam are planning to phase out their coal-fired boilers. The industrial heat supply must be considered in a sector-specific manner. A climate-neutral industrial heat supply requires individual solutions for different processes and temperature ranges. Depending on this, different carbon-neutral and/or renewable technologies can be implemented for heat supply, heat recovery and thermal storage. Actors in the apparel and footwear space are therefore looking for expertise and support for their heat management to reduce their CO2 emissions and increase their competitiveness within the international apparel and footwear landscape.

The Project requires a qualified local professional for the following position:

Project Officer “Process Heat”

  • Duty station: Ho Chi Minh City, Vietnam
  • Duration: 01. June 2023 - 30. September 2024

Main responsibility:

The main responsibility will be to support the implementation of renewable process heat and energy efficiency project development activities for commercial and industrial (C&I) enterprises in the apparel and footwear sector and facilitate partnerships between the local facilities and experienced project implementers in the field of renewable heat solutions.

Tasks:

Project Development:

  • Compile information on the renewable energy market, the energy legal framework, and business opportunities in Vietnam with a focus on climate-neutral and renewable industrial process heat supply and heat storage.
  • Act as a facilitator for renewable energy and energy efficiency project development with a focus on heat supply solutions: support and advise stakeholders and potential partners in the process of generating, structuring, and formulating project ideas and concepts.
  • Conduct site visits in order to present the projects, build a trustful relationship and create awareness of more sustainable heat supply solutions.
  • Conduct preliminary site audits to collect and verify structural and energy data, especially heat-related data such as heat demand as well as other site related information like roof quality and accessibility, availability of roof (orientation and inclination) as well as ground spaces (shading), local availability of carbon-neutral fuels, such as biomass, biogas, etc.
  • Use the digital and non-digital project development tools developed for the project for data collection and processing.
  • In cases of insufficient heat load data, the technical advisor should manage/support a local consultant for the conduction of measurements of pressure levels, temperature and steam mass flow rate at the selected facilities.
  • Support in non-technical tasks such as managing brand and facility expectations, ensuring brand commitment and sharing responsibility, communication, etc.
  • Exchange with local projects, organizations and institutes in the apparel, footwear and energy sector, auditors, regulatory authorities, etc.
  • Presentation of results to the client (local off-taker) and technical advice to convince the client to opt for more sustainable heat supply solutions.
  • Support with the selection of technical and financial partners for the implementation of the projects at the facilities.
  • Manage administrative procedures within the GIZ country office, such as contracts with third parties, travel bookings, and others.

Coordination:

  • Coordinate and work closely with GIZ PDP (Project Development Programme) Country Manager (CM) in Germany and third-party consultants in the design of renewable heat supply systems and Cash-Flow Modeling (CFM) for companies.
  • Plan, coordinate, and document meetings, facility site visits, workshops, seminars, and other project activities.
  • Organize, prepare, and implement professional information and expert workshops.
  • Compile an overview of program activities, deadlines, etc. as discussed in team meetings and present this regularly during the meetings.
  • Close coordination and cooperation with GIZ Viet Nam IGS team and other relevant internal and external stakeholders.

Communication, knowledge management and monitoring:

  • Represent GIZ in regional conferences, workshops, seminars, and relevant events in collaboration with the project coordinator, if necessary.
  • Prepare PR contributions, identify appropriate distribution channels in case of significant GIZ events, and compile articles for newsletters.
  • Organise and update program documentation in the data management system.
  • Assist with report writing for all project activities undertaken.

Minimum requirements:

  • University degree in engineering and/or energy related subjects
  • 3-5 years of professional experience in project development, business development, or market development in the sector of renewable energies and/or energy efficiency and/or decarbonization of the industry, preferably in the apparel and footwear sector.
  • At least 3 years of professional experience in the implementation of projects in the field of renewable energy in the industry with a focus on heat generation technologies such as solar thermal, Power to Heat (PtH) technologies, biomass, etc.
  • Existing network within the renewable energy and/or energy efficiency industry and/or any other industry with high energy (heat) consumption.
  • Practical knowledge on the topic of site auditing and specifically performing steam flow mass measurements is an advantage.
  • Language: excellent business language skills in English and Vietnamese.
  • Proven ability to work in a team, especially in intercultural contexts.
  • Good working knowledge of ITC technologies (softwares, phone, emails) and computer applications (e.g., MS Office).
  • Excellent networking and presentation skills.
  • Efficient, partner-and client-focused working methods.
  • Willingness to travel to project sites across the country.
