About SHIFT project

With the Project “Shifting Investment Flows Towards Green Transformation in Viet Nam (SHIFT)”, GIZ directly links these priority areas with Viet Nam’s Green Growth Strategy as well as development finance in order to achieve lasting impacts in all sectors and facilitate Viet Nam’s progress towards a sustainable future. More specifically, SHIFT aims to reduce Viet Nam’s greenhouse gas (GHG) emissions in line with low-carbon economic development and the energy transition through policies and investments for enhanced, national climate action, especially in the energy sector.

The Ministry of Planning and Investment is SHIFT’s lead political partner and facilitates coordination with the main financial market regulators, i.e. Ministry of Finance (MoF), State Bank of Viet Nam (SBV), as well as main energy sector policy maker, i.e. Ministry of Industry and Trade (MoIT). The Project is implemented through a partner consortium of international development agencies, i.e. Agora, SBV Banking Academy, International Finance Corporation (IFC), Netherlands Development Organisation (SNV) and United Nations Development Programme (UNDP).

Main responsibilities

  • The provision of technical advisory services to the national counterparts in the State Bank of Viet Nam (SBV) and other relevant ministries in the area of green and energy finance policies as well as corresponding financial instrument development, with a special emphasis on gender
  • The effective support, including training and capacity building, to the formulation and implementation of regulatory guidance on a green finance taxonomy, green credit instruments, climate-related financial disclosure and climate risk assessment, in line with existing financial sector regulation
  • The preparation, coordination and implementation of nationwide project activities, amongst others organize workshops, conduct research, develop project pipelines and draft documents, (e.g. reports, handbooks, guidelines, incentives, etc.) in cooperation with partners and GIZ staff.
  • The advice and support on establishment of fruitful cooperation formats between political partners, e.g. MoF, MoNRE, including active facilitation and participation
  • The support to framework development for monitoring green public and private investment flows with the MoF, as well as with evaluation, documentation and dissemination of implementing activities and their impact on reform in the financial and energy markets
  • The coordination with and support of other project activities whenever required

Minimum requirements

  • University Degree or higher in Economics, Banking, Finance, Business Administration or Law
  • A minimum of 5 years of professional experience in the field of banking and financial markets, with an excellent understanding of green, sustainable finance as well as existing green financial market regulation
  • Experience in working with relevant governmental institutions in Viet Nam preferably with the SBV and financial market regulators. Experience working with international development organizations would be an additional asset
  • Excellent knowledge of national as well as international green finance taxonomy development, of green banking and green credit instruments with an additional focus on gender, verification and reporting, as well as climate-related financial risk assessments
  • Excellent cooperation and networking skills across different actors, institutions and personalities
  • Excellent leadership, communication, research, writing and presentation skills with a strong interest in international green financial market development, financing the energy transition and sustainable finance
  • Excellent language skills in Vietnamese and English, knowledge of German would be an asset, excellent IT-skills are a must (e.g. Excel and other MS Office programmes)
  • Willingness to travel, both within Viet Nam and possibly abroad
