BACKGROUND

SNV Netherlands Development Organisation (SNV) is a non-profit, international development organisation founded 53 years ago, and now operating in 28 countries in Africa, Asia and Latin America. SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 50 provinces in the country, including in the poorest and most remote areas.

The “Market development and competitiveness enhancement for cinnamon products to promote women's economic empowerment in Lao Cai province project” ” – or “Spice for Equality” for short - is 2 years project being implemented by The Netherlands Development Organization SNV in partnership with Agricultural Extension and Services Center of Lao Cai province (AESC). The project is part of the ‘Gender Responsive Equitable Agriculture and Tourism Program’ (GREAT) funded by an Australian Department of Foreign Affairs and Trade (DFAT). This project focus on improving the social and economic status of women in Lao Cai province by strengthening their engagement in cinnamon value chains.

Under the project, SNV together with AESC Lao Cai aims to address barriers to women’s participation in the cinnamon value chains, and better support women’s genuine economic empowerment. We will link women producers with big processing and export companies to increase opportunities for women’s collective action and to create opportunities for women’s economic participation. By working to overcome these gender-based barriers to social and economic development, the project will contribute to overall poverty reduction and the promotion of gender equality in Lao Cai province.

We are seeking a committed national professional with a passion and career determination in women empowerment and value chain development to join the project team as Project Technical Coordinator (Advisor), Value Chains and Women’s Economic Empowerment.

KEY RESPONSIBILITIES

Scope of work

The Advisor will work as a focal project officer. Under the coordination of the Project Manager, s/she will be responsible for ensuring effective implementation of the project’s activities, and for coordinating with other key partners (i.e AESC, local authorities and key cinnamon export companies) to attain the common goals and objectives of the project. S/he will be responsible for day-to-day project implementation, provide support to facilitate technical services to local partners and stakeholders in cinnamon value chain development and enhancing the economic participation of women.

Main responsibilities:

Project planning and implementation

  • Supporting the Project Manager (PM) and project team in all aspects of project implementation as the focal officer, and as per requirements, ensuring transparency, ethical conduct and efficiency.
  • Coordinating with local partners in planning and preparation for project activities (activities and budget planning).
  • Facilitating and supporting day-to-day implementation of other project activities according to the work plan.
  • Reporting to the PM on progress, achievements, performance and any changes as well as impacts to the project; and providing recommendations for revision and/or resolutions.
  • Facilitating and supporting project partners, consultants and project team members to develop training manuals and information, education and communication (IEC) materials.
  • Communicating about project information to other key partners and the GREAT.
  • Facilitating technical service recruitment, including TOR development and coordination with financial officer and project team on tendering.
  • Responsible for frequent representation of project team in field activities according to work plan, project events meetings, workshops/trainings in line with assignment.
  • Responsible for organizing joint-activities which are under SNV’s responsibility (advocacy events, joint trainings, meetings etc.)
  • Undertake other project administration tasks when necessary
  • Supporting finance team to clarify, verify, and monitor project expenditures based on the work/budget plan activities, especially activities conducted by local partners in the field.

Project Monitoring, Evaluation and Reporting

  • Overseeing project activities in the field to make sure it is on track
  • Working with PM and the program M&E advisors of the partner units for M&E system enhancement and joint undertaking of M&E tasks as per plan.
  • Supporting PM to prepare of quarterly/six month/annual reports and work plans for the project activities. Working with PM and PA to develop and/or revise financial plans and reports.
  • Documenting lessons learned and intervention models.

Technical assistance

  • Planning and implementing activities for enhancement of technical expertise on women empowerment and improvement of cinnamon value chain and supporting local partners to enrich the project activities, ensure the effective and meaningful intervention implementation to achieve the project objectives.
  • Prepare and develop workshop and training materials (reports, presentations…) for events organized in provincial, district and commune levels.
  • Responsible for specific technical assistance in mobilizing private sector and deals with companies for promoting production development and market linkages for various cinnamon products (leaves, branches, bark, oil, handicrafts, transportation, collection etc.)

Other tasks

  • Coordinating with Knowledge Management and Communication Officers for documenting and sharing on projects’ technical protocols/achievements and
  • communicating on the project, the program and SNV approaches.
  • Supporting development of IEC materials: video clips, leaflet, manuals, guide-books etc.
  • Planning and organizing of visits (of donors, government agencies, companies and other stakeholders).
  • Establish relationship and attends technical meetings with local partners, companies, and other networks when appropriate.
  • Other tasks as required by the project manager

CANDIDATE PROFILE

  • Bachelor’s or post graduate degree in social sciences, development studies or related sectors with at least 5 years working experience in related fields.
  • Experience with NGO/development programs.
  • Strong knowledge/expertise on gender/women empowerment, and/or on spices value chain would be advantageous.
  • Strong qualifications and skills on report writing
  • High commitment and clear vision for developing a career path in the NGO sector, and specifically in women’s economic empowerment, as well as working with community and vulnerable groups.
  • Responsible, creative and enthusiastic.
  • Willingness and ability to travel to project areas (up to 35% of time)
  • Good in English and fluently in Vietnamese languages is essential to effective performance in this position.
  • Fluency in Microsoft Office (Word, Excel, Power Point).

CONTRACT DURATION

One year with possibility for extension, subject to performance and results
