BACKGROUND AND RATIONALE
SNV Netherlands Development Organization (SNV) is a non-profit, international development organization founded 53 years ago, and now operating in 28 countries in Africa, Asia and Latin America. Our global team of local and international advisors use their expertise in three sectors – Agriculture, Renewable Energy and Water, Sanitation and Hygiene – as well as the cross-cutting topics of gender, climate change and youth employment to contribute to solving some of the leading problems facing the world today. We work with local partners to equip communities, businesses and organizations with the tools, knowledge and connections they need to increase and gain access to basic services – empowering them to break the cycle of poverty and guide their own development.
The “Women’s Economic Empowerment through Agricultural Value Chain Enhancement- WEAVE” and the “Market development and competitiveness enhancement for cinnamon products to promote women’s economic empowerment in Lao Cai province project”- or “Spice for Equality” for short” are – two small projects being implemented by the SNV in partnership with Department of Agriculture and Rural Development of Lao Cai province (DARD). The projects funded by Australian Department of Foreign Affairs and Trade (DFAT) and focusing on improving the social and economic status of ethnic women in Lao Cai province by strengthening their engagement in cinnamon value chains.
We are looking for a Provincial Field Support Officer to be based in Lao Cai to support in planning and implementing of the two small projects.
The Provincial Field Support Officer will be based in Lao Cai city and responsible for supporting in the coordination and implementation of the project on the ground, working closely with local government project partners (such as Department of Agriculture and Rural Development (DARD), Women’s Union of Lao Cai province; Companies, development partner agencies etc.) and local communities.
Establishing and maintaining relationships
The Field Support Officer will be expected to develop and maintain working relationships with key partners to ensure smooth implementation of the projects in province.
Developing work plans
Overall work plans for components and activities should be developed by the National Project Manager, however the Provincial Field Support Officer needs to coordinate with colleagues in provincial units (i.e DARD and MU Lao Cai) for development of detailed implementation plans.
Organizing project activities/field work
The Provincial Field Support Officer will support in organization of project activities and field work (such as surveys, trainings, workshops, and community development) activities with local partners and communities on the ground. This will involve basic administrative tasks such as preparing permission letters, identifying venues for workshops, or other suppliers of goods/services that the project may need in line with relevant SNV procedures and cost norms under guidance by the Project Administrator and Project Manager.
Preparation of brief reports on project activities and success stories resulting from the contribution from the project.
Other tasks as required by the National Project Manager or International Technical Adviser/Sector Leader.
Education and Experience:
- Bachelor’s degree social science/environment or similar fields
- At least 3-5 years’ experience working in rural development field
- Experience in working with a local partners and work experience and skills relevant to in community development and extension activities.
- Understanding of project management, coordination procedures, administrative systems
- Experience in collaborating with local partners and organizing field activities such as conduct trainings, agriculture/social extension, community development activities
- Good in synthesizing of information data and reports writing
- Good communication skills
One-year contract with the potential for extension
