Accountabilities

1. Develop and maintain effective partnership with government and partners in assigned areas:
  • Be responsible for building positive and productive partnership/ relationship with relevant
  • Government agencies to ensure quality delivery of the assigned program and scaling up its impact in Lai Chau Province
  • Be responsible for supporting local partners in development of 5 years cooperation program and getting government approval for projects/Program at assigned areas, following the government regulation
  • Be responsible for maintaining donors’ relationships through field visit,  to fulfil their requirement to increase financial resources, reaching more marginalized children and girls in Vietnam
  • Provide input for design of branding and media products to adapt with local context and program interventions and Organise and support for marketing and media products production for fund raising
  • Be representation for PIV image and reputation
  • Build networking with other INGOs/LNGOs and mass organizations.
2. Sponsorship communications 
  • Manage sponsorship program effectively including caseload management, products quality and sponsorship commitment
  • Manage phase-in/ phase-out process, assessment of development indicators for community and partnership strategy 
  • Manage and conduct properly sponsors and donors visits    
  • Establish and manage well partnership with local partners/ community volunteers for sponsorship program including capacity building and know-how transfer  
3. Responsible for programs and projects implementation in designated areas 
  • Accountable for planning and implementing both grant funded and sponsorship funded projects in the province, ensuring objectives achieved contributing to target of two millions girl learn, lead, decide and thrive and to ensure its cost effectiveness, efficiency with compliances to Plan’s policies and procedures and Donors’ commitments
  • Ensure development of monitoring milestones and fulfil required field works for M&E at project level
  • Make sure programs and projects reporting are in timely manners and of quality 
  • Take lead in documentation and dissemination PIV program impact in assigned areas and contribute to Country Office’s (CO) influencing purposes.
4. Accountable for finance, operation management and fund raising
  • Take lead, coordinate and make sure budget planning (CAB, CAT, SPAD design …) are in accordance with Country Office’s requirements and program strategy  
  • Ensure financial compliance and risks management according to PIV policies and procedures
  • Budget holder and make sure program implementation and spending are in line with approved plan and timeline 
  • Be responsible for providing reliable data and information for program strategic choices and fundraising to achieve Plan Vietnam’s commitments
5. Staff management
  • Be responsible for recruitment, selection, performance management and capacity building for Program Unit (PU) staff to ensure quality delivery of program, contributing to the positive change of the lives of marginalized children and girls in Vietnam
  • Lead and coach provincial staff in order to improve staff’s knowledge and skills of project management, PIV program priorities, Gender transformative programming approach.

Technical Expertise, Skills and Knowledge

Essential
    • University graduate in related fields 
    • Minimum of five year experience in program management in development sectors Demonstrated record of experience in program/project implementation, monitoring and evaluation
  • Experience in development, establishment and maintenance and influencing in partnership with government agencies, stakeholders, mass organization at provincial, district, commune levels 
  • Experience in working with children, youth peoples and communities in gender transformative programs and projects.
  • Experience in team development and management by matrix management model 
  • Experience in coaching, training, presentation and facilitation. 
  • Experience in writing projects/program progress reports
Knowledge:
  • Knowledge and qualification in community development project management 
  • Knowledge in international development tools: program logic, theory of change, monitoring, and community empowerment
  • Knowledge in development theories and approaches, especially social development, child rights, child protection, right-based approach, gender transformative and influencing in development
  • Understand the challenging environment and is sensitive to working with government partners stakeholders to get their buy-in and active participation 
  • Knowledge and qualification in development sector especially partnership development.

  • Good report writing and project proposal development
  • Familiar with multi-cultural working environment  
  • Prior work experience with funding agencies is an advantage.
