Public Health Specialist

EXPERIENCE: Three years of progressively responsible professional public health experience developing, implementing and evaluating TB/HIV or other public health programs that involve coordination with an international agency or implementing partner is required.

JOB KNOWLEDGE: In order to support the host government and implementing partners in the development and strengthening of effective services for those who are co-infected, a cross- cutting professional knowledge foundation in both TB and HIV and Infection Prevention and Control  activities is required. This would include detailed knowledge of current TB/HIV infectious disease issues, behavior change, counselling, care, testing and clinical interventions related to Tuberculosis and HIV treatment for co-infection. Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required.

EDUCATION: Doctoral level (DrPH, MD or PhD) degree or host country equivalent in medicine, public health, nursing, laboratory science or epidemiology is required.

LANGUAGE: 

• Fluency Speaking/Reading/Writing of English is required.
• Fluency Speaking/Reading/Writing of Vietnamese is required.

SKILLS AND ABILITIES:

Excellent oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international health partners are required. The ability to lead results-driven project teams and workgroups is required. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders.  Considerable innovation will be required to influence other collaborative organizations engaged in TB, HIV and Infection Prevention and Control to adopt appropriate strategies for their program activities. Intermediate user level of word processing, specialized spreadsheets and databases is required. Must be conversant with survey design and questionnaire development and with data management programs, such as Epi Info, SPSS, and SAS. Strong skills in interpretation of program monitoring and evaluation data are required. A facility for manipulating numbers is required.
