Public Health Specialist (U.S. Embassy In Hanoi)

  • WORK HOURS: Full-time, 40 hours/week.
  • BASIC SALARY: US $36,139.00/year
  • ALLOWANCE AND BENEFITS: Tet Bonus, annual salary increase, local social security system, supplemental health insurance, other allowances, and benefits.

2. BASIC FUNCTIONS OF THE POSITION

  • The position holder will serve as the Public Health Specialist for the Field Epidemiology Training Program (FETP) program of the Centers for Disease Control and Prevention (CDC) office at the U.S. Embassy in Hanoi, Vietnam. The FETP is an international collaboration that operates in numerous countries around the world. The FETP was launched in Vietnam with the first class in 2009, in partnership with the World Health Organization (WHO) and is currently conducting training for its 21st cohort of fellows with more than 400 graduates of the program continuing to work for the Government of Vietnam.
  • Under the supervision and management of the Workforce Development (WFD) Team Lead, the position holder will be a key advisor to the Vietnam Ministry of Health (MOH) for the administrative, fiscal, and technical oversight of FETP program activities. In addition, the position holder will play an essential role as an advisor in training and mentoring young physicians with the Vietnam Ministry of Health (MOH) in epidemiology, biostatistics, program reporting, outbreak investigation and related areas in the conduct of the FETP program. The position holder will also represent CDC on FETP issues in meetings with the Government of Vietnam and with international experts and provides implementation guidance and technical support and evaluation to Vietnam counterparts funded by CDC. The position holder will be responsible for developing and operationalizing strategies for the CDC FETP agenda and will coordinate closely with all involved U.S. and international stakeholders.
  • The position holder’s primary responsibilities will be focused on the management and oversight of all aspects of the development of FETP activities, as related to information systems and other operational responsibilities, including site visits, data collection, coordination of training and study materials, monitoring, and quality assurance.
  • The position holder will play an important technical advisory role to the MOH and implementing partners for day-to-day program and administrative management, coordination and collaboration activities with other in-country U.S. agencies to ensure that during FETP project implementation, all parties fully participate in and agree on the mechanisms and procedures established to address program strategic objectives, and U.S. and host government national and international public health standards and best practices. The administrative, technical advisory and managerial roles require public health leadership, evidence-based and results-oriented analysis, advocacy and capacity building, and constant and clear communication with the Ministry of Health, other host government ministries, implementing partners, and non-governmental organizations (NGOs). The position holder will also represent CDC Vietnam on FETP issues at technical, policy and strategic planning meetings, as well as in meetings with collaborators and donor agencies.

3. JOB REQUIREMENTS

QUALIFICATION REQUIREMENTS
  • Education: An MD or PhD (in epidemiology, public health, biological sciences or laboratory sciences), or Doctor of Veterinary Medicine (DVM), or international equivalent is required.
  • Experience: A minimum of five years’ experience working in epidemiology and disease surveillance with the MOH, Ministry of Agriculture and Rural Development (MARD) or other public health programs and organizations, and a familiarity with USG agencies or international organizations, including WHO, Food and Agriculture Organization (FAO), World Organization for Animal Health (OIE), or international NGOs is required. Also, experience in developing, implementing and evaluating public health programs and coordination with international agencies or implementing partners is required.
  • Languages: Fluency in Speaking/Reading/Writing English and Vietnamese is required. (This will be tested.)
