Basic Functions Of The Position
The job holder will serve as the Team Lead for Workforce Development of the Centers for Disease Control and Prevention (CDC) Office in Vietnam. The CDC Office has two locations, one in Hanoi and one in Ho Chi Minh City. The job holder will be responsible for overseeing all public health workforce development activities across both offices. Workforce Development is one of four focus areas of CDC’s Global Health Security Agenda (GHSA), an international, multi-sectoral effort to strengthen the ability of ministries of health to prevent, detect, and respond to emerging public health threats such as Ebola Virus Disease and congenital malformations related to Zika Virus. Workforce Development is one of 19 technical areas prioritized by the World Health Organization (WHO) in achieving compliance with the International Health Regulations of 2005 (IHR 2005). These regulations aim to facilitate communication and cooperation among United Nations (UN) member states as they attempt to prevent public health threats from crossing international boundaries. A trained, competent, and professional workforce is essential for addressing GHSA and IHR 2005.In the past 20 years, a substantial body of scientific evidence has accumulated regarding how adults learn and how they apply new knowledge to their work. The job holder will be expected to apply these evidence-based principles of adult learning to support the development of key public health skills, such as conduct of surveillance, analysis of surveillance data, investigation of outbreaks, risk communication, and “soft skills” (e.g., negotiation). The job holder will need to function as more than a “trainer” but as someone who understands whether the development of a given skill in a given public health context requires a lecture, an exercise, a “just-in-time” training, a case study, or one-on-one mentoring. Most importantly, the job holder will be expected to work toward building the capacity of the Vietnamese Ministry of Health in developing these same competencies. This is the ultimate goal of all of CDC’s Global Health Security work: the ability of a ministry of health to build, train, and sustain its own workforce.Under the supervision and management of the Director of the Global Health Security Program, the job holder will be responsible for high-level strategic advice to the Vietnam Ministry of Health (MOH) for all aspects of workforce development. This includes development, implementation, review, and revision of the MOH’s five-year workforce development plan; development of new workforce development programs; national guidance for career pathways for key public health positions; and guidance on which workforce development activities are best suited for the national, regional, and provincial levels.
Qualification Requirements
Education: An MD, PhD in public health, biological sciences or laboratory sciences, or Doctor of Veterinary Medicine (DVM) degree, or international equivalent is required.Experience: A minimum of five years’ experience working with the MOH, Ministry of Agriculture and Rural Development (MARD) or other public health programs and a familiarity with U.S. Government (USG) agencies or international organizations, including WHO, FAO, OIE, or international NGOs is required. Also, experience in developing, implementing and evaluating public health programs and coordination with international agencies or implementing partners is required. Experience with workforce development efforts within Government of Vietnam (GVN) is required.Languages:
- Fluency in Speaking/Reading/Writing English is required. (This will be tested.)
- Fluency in Speaking/Reading/Writing Vietnamese is required.
