Regional Deputy Medical Coordinator


Background:

MSF OCBA Strategic Plan reasserts the continuity of the course to a decentralized operational management, delegating authority to country management teams with different models defined according to the diversity of context OCBA works.

The decentralization model used in Asia is based on the transfer of responsibility and accountability from the HQ by shifting the current cell supervision function to the Asia Coordination Unit (ACU). The Unit will work supporting MSF OCBA activities in Asia, performing mission level tasks where necessary and Asia Coordination to coherent programming according to the MSF OCBA strategic plan. The ACU will supervise the OCBA MCT teams in Asia and develop & implement planned activities in Asia.

The regional deputy medical coordinator will play an integral role in supporting the Asia Unit Medical Advisor/MedCo (this is a combined function in the ACT, where the Medical Advisor fulfils the functional role of TESACO for Asia) in the implementation and oversight of current activities in Asia, while monitoring other countries within the region for opportunities and networking.

As a secondary function, the role will support the Health Advisor in providing technical support for the numerous operational research initiatives.

The position is functionally and hierarchically answerable to the Asia Medical Advisor/MedCo, with direct contact with the medical referents at HQ.

The current portfolio for 2021 includes:

1) Bangladesh: 100 bed paediatric/neonates IPD hospital and 24hr PHC in the Rohynga response

2) Thailand: Victims of conflict in the Deep South and Thai/Myanmar border emergency intervention.

3) SE Asia: Emergency response preparedness and multicentric operational research on sepsis (Indonesia, Vietnam, Cambodia, Philippines, Laos)

4) Potential explos in India, Philippines and Indonesia consistent with OCBA strategic planning.

The position will support OCBA technical interlocutions in Asia, both in developing current ambitions and cultivating future ambitions and relationships. As such, the person will ideally need to be experienced in MSF and be able to relate to others MSF principles and general objectives and be experienced as a project doctor in typical MSF settings as well as experience in a management role (as PMR/MTL or PC). The function of the role means that there will be up to 40% travel. _ _ _ GENERAL

Location: Local position based in any Asia Unit office in the region: Bangkok, Jakarta, Manila or Hanoi

Starting date: 20th July 2021.

Availability: 12 months, with possible extension.

Main responsibilities:

Strategic development of OCBA projects in Asia

 Work closely with the Medical Advisor to define the areas of potential interest and relevance in Asia basedon OCBA strategic framework

 Develop information dossiers and regional stakeholder mapping for areas of interest

 Where required, provide medical input for local registration in countries of interest (with Regional HoM)

 Liaise with local government technocrats and stakeholders regarding MSF’s activities and to explore potential partnerships and areas of mutual interest

 Together with Reg HoM develop country policy papers for each country OCBA chooses to work in

 Coordinate with other MSF sections for emergency response and potential support

 Conduct explos and prepare potential projects for presenting to HQ for approval

 Attendance at MSF General Assemblies in the Asia Pacific region

 Develop overarching medical advocacy plans for each country and support implementation, including relations with ACCESS, DNDi and other stakeholders.

Country level support

 Support to define, monitor and update the medical content of the MSF country policy, annual plan and budget

 Assessment of health needs through exploratory missions and implementation of health information system, elaborating, monitoring and reviewing project proposals, determining, necessary resources in order to cover medical and humanitarian needs of the population at risk.

 Support to ensure that the objectives and goals set in the Mission’s annual plan, CPP and project plans in regards to the medical activities carried out by MSF are achieved.

 In close collaboration with the Regional HRCO/FINCO, participate in the planning, definition and sizing of the health-workforce in the mission to ensure the implementation of medical activities in the mission.

 Support to define and size other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols in order to efficiently achieve the medical objectives in the mission.

 Support to coach, and directly support project coordinators and medical teams in the implementation of the medical activities, translating the MSF health policy and identified health needs into project objectives and activities in order to ensure high quality health assistance to population and that mission medical objectives are achieved.

 Support to evaluate medical team through regular appraisals and detect training and developing needs in order to manage talent and increase medical staff contribution.

 Be responsible for the all Asia Mission’s Health Policy and Medical Repatriation Policy. Together with the HRCO and FINCO, define, update and implement an appropriate health policy framework, including medical insurance and social packages, for international and national staff, providing all preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.

 Support preparation of all medical orders in collaboration with Logistics Department, ensuring they are done according to guidelines and on time, and ensuring fulfilment of all procurement policies adhered to.

 Support the submission of all local medical purchase requests to HQ.

 Support the supervision of the medical technical aspects and the material aspects of the programmes (quality of drugs, safety and quality of health care facilities, consumptions).

 Be responsible to promote communication, exchanging information and active participation of all medical staff in the ACU mission’s development as well as remind and underline MSF values and philosophy to improve team motivation and engagement.

 Represent MSF before local medical authorities and keep regular contact with other counterparts in the mission (such as other NGO’s, local and international organizations, donors, civil and military authorities and other MSF sections in the country) in order to broaden the medical-humanitarian situation analysis, strengthen the impact of the medical intervention and support advocacy actions to raise humanitarian awareness.

 Be responsible to contribute to the proper induction of all staff, ensuring that medical briefings and debriefings are done to all MSF staff.

REQUIREMENTS:

Education: Essential degree in medicine with an MPH in Public Health or another relevant area.

Experience:

  • Essential 3 years of substantial experience in INGO management position.
  • Experience in MSF as a project medical doctor in typical MSF settings as well as experience in a management role (as PMR/MTL or PC) highly desired.

Others requirements:

  • Essential being a Thai, Indonesian, Filipino or Vietnamese national. The selected candidate will be based in his country of residence, with local contract.
  • Availability to travel 40% of the time to project locations in the region
  • Interest in operational research and innovation. Strong research background desirable.
