MSF OCBA Strategic Plan reasserts the continuity of the course to a decentralized operational management, delegating authority to country management teams with different models defined according to the diversity of context OCBA works.

The decentralization model used in Asia is based on the transfer of responsibility and accountability from the HQ by shifting the current cell supervision function to the Asia Coordination Unit (ACU).
