The Opportunity
The position is responsible for identifying and utilizing opportunities to increase Save the Children Asia regional/country office structural and operational effectiveness and efficiency and relevant employee experiences. This includes analysing operating models, ways of operation, workforce distribution, right-sizing, change management related to structural change/starting or closing of operations, working hand in hand with country offices and regional program operation teams. The incumbent will also lead the regional DEI (diversity, equity and inclusion) strategy and initiatives and other global organizational development initiatives in line with Save the Children global program strategies.
Key Responsibilities
1. Work closely with Regional Operations team, country office management and country office HR to identify organization development needs for optimum performance and efficiency to fit for the present and the future. (50%)
a. Conduct structural analysis to align with regional and country office strategic direction in line with SCI guidelines. This may include workforce analysis, spans and layers, positional fitness, cost efficiency, capacity assessment etc.
b. Identify needs to address gaps/issues related to structural efficiency, right sizing (scaling up/down sizing), changes in operating model and adjustment with changing contexts.
c. Develop and support transition management & communication plans, support, monitor, report and assess results.
d. Support to workforce planning (both development and humanitarian contexts) related to transition and change e. Identify, support and monitor key leadership changes/transition in country offices including talent identification and placement for gap filling
f. Measure the impact of interventions on staff performance, efficiency, employee retention, and job satisfaction.
g. Share lessons learnt, document processes and present progress reports to relevant senior management.
2. Learning and development (30%)
a. Support Head of Talent and Organizational Development to implement global and regional initiatives on organizational development.
b. Promote and support country offices on innovative pilot projects
c. Communicate and follow up with country office focal persons on timely submission of L&D related Regional and Global requirements.
3. Work closely with country office management to analyse, develop strategies and implement action plans to take forward Global SCI Diversity, Equity and Inclusion (DEI) strategy (20%)
a. Analyse current DEI context, situations and data of country offices
b. Identify gaps for organizational development related to DEI aligned with global strategy
c. Develop a 3-year strategy for Asia region in line with global strategy and targets to achieve
d. Support country offices to develop annual action plans e. Implement capacity building plans on DEI
