Regional Research, Evalution, Accountability, Learning and Monitoring Advisor


The Opportunity As a critical member of the Asia Regional Programme Quality, Evidence and Impact team, you will be responsible for the provision of REALM support to Save the Children Offices in APAC (including Country Offices, Member Offices and member run Country offices) across APAC, focusing on Save the Children’s full spectrum mandate of humanitarian and development programming. You will be a Senior Member of the REALM Team of professionals in the Region requiring high level of technical and emotional competency. You will specifically provide support through:
  • Coordinating and/or supporting the development and roll out of SCI REALM system and mechanisms for the regional office and for Save the Children Operations across the region.
  • When required, to step in as Humanitarian REALM Advisor or backstop in categorised responses.
  • Ensuring the elements of quality programmes, as defined by the full spectrum Quality Framework (evidence based, learning agenda, thematic excellence, M&E, accountability), are integrated into the overall research, monitoring, evaluation and management of programmes
  • Assisting Offices to monitor and evaluate operational quality, using the Quality Framework essential standards, procedures, guidelines and tools
  • Building capacity of offices in REALM within the region, and to ensure the quality and sustainability of the systems put in place
  • Adapting REALM relationships and support tasks to address the needs of a wide range of stakeholders in both development and humanitarian contexts including Country Office REALM staff, country office programme and humanitarian managers, Country Office Senior Managements, Save the Children Members and Thematic Experts.
 Key Responsibilities Country Office support to embed REALM  
  • Work with the country offices to embed REALM components of the Programme and Operational Quality elements of the Quality Framework, while also monitoring compliance
  • Work with country office teams to ensure effective humanitarian MEAL processes and mechanisms are in place, including supporting set up and ongoing technical support of the Output Tracker etc for humanitarian responses
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian Standards, Sphere Charter and Red Cross Code of Conduct.
  • Support countries in developing their MEAL in Emergencies (i.e. preparedness and response) into their existing Country REALM Frameworks and Country Emergency Preparedness Plan (EPP).
  • Provide technical support on project/programme design, and MEAL, including: situation analyses and child participation; programme frameworks; objectives and indicators; MEAL plans and budgets; data collection and use; baseline; midterm impact considerations; data for decision making and organisational learning; stakeholder participation; and evaluations
  • Provide REALM support for country annual planning and reporting processes, including assisting country offices effectively utilise reporting tools to articulate impact
  • Support the commissioning of internal and external reviews, evaluations, real-time evaluations and lessons learned exercises by supporting the development of Terms of Reference, participating in evaluations, building local participatory evaluation capacity etc
  • Develop and ensure application of effective monitoring, tracking and reporting systems, tools and templates that (a) enable and enhance regular monitoring of outputs and programme quality across regional and country programmes, (b) generate quality evidence at various programme levels
  • Explore innovative opportunities to pilot approaches that are new or could expand to further areas of programming.
On occasion, provide surge support by filling in for vacant Senior MEAL roles or providing backstopping to humanitarian responses. Quality oversight and added value
  • Support MEAL aspects of proposal development and donor reporting for key strategic programmes and opportunities.
  • Support PDQ Director on regional analysis of results, including new Global Results Framework data, to tell a compelling story about the quality and impact of our work in the region and to contribute to learning and programme development.
  • Promote child-focused programming that enables broad, qualitative evidence, rather than just quantitative numbering of deliveries
  • Collaborate with global Save the Children networks, SCI Centre REALM Manager to review and improve SCI REALM processes and procedures, training and capacity building
  • Develop and implement accountability mechanisms (including the promotion of child-led and participatory REALM), quality checklists for monitoring the quality of activities, and output trackers where appropriate
  • Champion knowledge management through the sharing of evaluations and lessons learned from regional and country programmes; develop and implement a regional lessons-learned database, including the facilitation of sharing of recommendations and lessons learned from evaluations and other learning initiatives
  • Role model and support the development of an organisational culture that recognises the importance of monitoring and evaluation, quality and accountability
 Capacity Building:
  • Work with other regional office colleagues and country offices to identify REALM training and capacity building requirements, and to develop/implement targeted REALM talent building plans and coordination mechanisms for training deliveryProvide distance and face-to-face training and coaching/mentoring on SCI’s MEAL systems, tools, processes, in accordance with the Quality Framework. This also includes sensitisation to organisationally-agreed software for data collection and analysis.Support regional teams and country office REALM managers/teams and thematic advisors (from Members and Global Initiatives) in delivering the specific distance or face-to-face trainings
  • Lead the continued institutionalization of SCI’s REALM system and other standards, processes, and systems that are integrated with and support SCI’s planning, monitoring, evaluation and reporting requirements
  • Adapt and actively communicate globally-available induction materials on MEAL for new staff, as well as high quality, professional publications or communications materials that reflect quality programme outcomes. 5. Support recruitment of senior-level MEAL staff in the Regional Office and Country Offices.

  • Represent the region and provide technical expertise to movement-wide initiatives through participation in global governance groups and communities of practiceActively engage with relevant Working & Advisory Groups, MEAL (Monitoring Evaluation Accountability Learning) Humanitarian Technical Working Group (HTWG), Global results Framework discussions, PPM/PRIME development and implementation processes, Technology Community of Practice, Asia HTWG among other and effectively cascade these with Country offices
  • Bridge the Global-Country divide by supporting MEAL staff to understand global guidance, learning and evidence, ensure that learning from the region informs our global evidence and strategic direction, and staff at all levels understand that their roles all contribute to our global objectives.
