Regional Shelter & Construction Advisor


The Opportunity

In the event of a humanitarian emergency, the role holder may be expected to support the deployment of surge support, or support emergency response deployment, interim cover for critical roles and capacity building to country within limitations of workload within humanitarian contexts around the globe.

For Shelter program deployments, the technical adviser will manage programme implementation as a field level technical expert, leading on sectoral assessment, programme design and master budgeting, coordination, and support fundraising, recruitment and procurement

Key Responsibilities

Programme Design

  • Undertake rollout and embedding of Construction Policy, Procedures and Standards activities and support country offices in achieving change goals.
  • Record progress, lessons learned and capture in a recommended methodology for delivering construction improvements.
  • Provide overall technical management, technical oversight and support to country programmes in planning and undertaking shelter and construction projects and activities
  • Provide expertise to CO and ARO supply chain and programme teams on the procurement of construction and quality control services.
  • Develop technical guidance, quality standards and assessment tools; support COs in defining sourcing strategies that maximise the use of resources and ensures consistent adherence to those standards.
  • Provide guidance to other sectoral program managers on the planning, scheduling and supervisory requirements of various infrastructure and construction projects such as site assessments, preparation of Bills of Quantities, hiring of contractors, monitoring construction and final inspection of infrastructure work.
  • Provide technical support to the DRR teams, advising on the infrastructure component and supporting through capacity building.
  • Ensure with the cooperation of the in country sector leads that infrastructure scheduling is coordinated and integrated with Education, DRR, Child Protection and Health programme planning as appropriate in countries where deployed
  • Support the review of CO RMPS, attendance on the Risk committee, and maintain network of Construction Focal Point in the regions
  • Support Monitoring, Evaluation, Accountability and Learning (MEAL) specialists of the various Country Programmes to develop tailor made MEAL plans and tools for tracking the progress, outputs and outcomes of construction projects.
  • Produce technical documents and reports meant to inform Save the Children staff and senior management internally to improve the quality and impact of the construction interventions and link with SCI regional office teams as appropriate to problem-solve around operational challenges (especially logistics & finance).
  • Carry out short Advisory visits to country programmes as per the Construction Policy rollout work plan in order to support the development of proposals or review/monitor/evaluate ongoing grants.
  • Potential support to other regions, as HSS through a deployment agreement, in coordination with the Global Construction Lead to support the objectives of the Construction Change Work plan, technical advisory visits or humanitarian surge as requested.
  • Develop regionally appropriate tools and designs as a resource appropriate to countries in the region.

Humanitarian adaptation

  • In coordination with the wider RO team, provide backtopping role in assisting an ongoing humanitarian response to fast track response activities through the provision of technical advise, identifying access to various resources and other relevant necessary technical guidance.
  • In collaboration with assigned response management team and other Programme Managers/Technical Advisors, lead on the shelter and construction activities from contributing to a response strategy, assessments, development of master budget, development and execution of implementation plans, MEAL plans and required reporting.

Capacity Building:

  • Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
  • Coach and mentor Technical Coordinators and national level counterparts and link in to wider organisational talent development mechanisms.
  • Deliver training at regional and country office level against the construction benchmarks.
  • Develop a regional technical network
  • Support recruitment and induction of all senior construction staff in the region

Representation & Advocacy & Organisational Learning:

  • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed. This may involve taking on a co-chairing role where needs demand.
  • Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
  • Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
  • Lead on organisational level programme policy, innovation, learning or representation initiatives.
  • Contribute to the activities of the construction technical working group
