Field of Expertise Requirements The general minimum requirements for working in this field of expertise are:
  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements Furthermore, this level of responsibility requires the following: Education: First-level university degree in relevant field(s) Experience: Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred Mission Specific Requirements Additionally, this particular post has specific requirements: Mandatory:
  • Minimum of two years of relevant professional experience in Request for Information (RFI) process of military or civilian organization and conflict-related subjects;
  • Experience in design and implementation of information repository site upgrades;
  • Experience in operational planning;
  • Thorough understanding of all documents in the RFI Tracker and library;
  • Demonstrated strong organizational and communications skills;
  • Ability to work in a very dynamic and demanding work environment; ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Proven ability and willingness to work in a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Proven ability to work in a hierarchical structure, abiding and complying by existing regulations;
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals;
  • Cultural sensitivity and political judgement;
  • Willingness to travel to conflict area;
  • Professional fluency in the English language, both oral and written;
  • Ability to operate Windows applications including word processing, PowerPoint, Access and email.
  • Working knowledge of Ukrainian and/or Russian language(s);
  • Experience in using imagery exploitation software;
  • Previous experience in working with Unmanned Aerial Vehicles (UAVs);
  • Experience in working in international organizations;
  • Familiarity with OSCE policies, procedures, practices and organizational structure;
  • Experience in liaising with international partners on imagery data and exchange information;
  • Experience in working in Eastern Europe and/or knowledge of the region.
Tasks and Responsibilities The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules. Under the guidance and supervision of the Senior Information Management Officer and in close co-operation with the Reporting and Political Analysis Unit, Operations Unit and Human Dimension Unit, as Request for Information (RFI) Management Officer, you will manage the RFI information request, guide the RFI throughout the process in the Mission and develop a deep knowledge of its structure and of its activities. Specifically, as RFI Management Officer, you will be responsible for the following: Processing requests/Requests for Information (RFIs) across the SMM; Receiving, validating, and tracking incoming and outgoing requests using RFI system software; Managing, co-ordinating, storing, disseminating and retrieving information available Mission-wide, across the Head Office (HO) units and Monitoring Teams in the field; Assisting in the screening, evaluation, and analysis of information from multiple sources to satisfy SMM needs; Developing and maintaining Standard Operating Procedures for key workflows associated with the request/RFI process; Conducting database searches, extracting relative information, performing data entry, and analysing collected data; Assisting in the development, maintenance, and upgrade of a common-use repository for SMM needs of information; Presenting briefings to the Mission on the processes used to submit requests/RFIs to SMM; Researching, developing, and synthesizing SMM information for RFI use; Performing other duties as requested.
