USAID Saving Species – Recruitment of Research Consultant

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development.

USAID Saving Species is seeking one qualified consultant to support market monitoring and research efforts in Viet Nam in 2021. The consultant/group of consultants will conduct a physical market survey to collect data that enables the measurement of change of targeted wildlife products available in Vietnam.

Below is the summary of the SOW.

Expected methodology and locations

The “physical market” is defined as physical locations (e.g. storefronts, markets, restaurants) where wildlife products are sold (with a focus on rhino, ivory, and pangolin products). Physical market survey will be conducted in maximum 14 locations including: Ha Noi, Quang Ninh, Hai Phong, Nghe An, Da Nang, Quang Nam, Khanh Hoa, Ho Chi Minh City, and Can Tho. The data of this survey must be compared with the similar surveys conducted by USAID Saving Species. A wide range of different categories of outlets will be surveyed that may include the following:
Category of outlets Defining Characteristics
Antique Outlets specializing in the selling of antiques
Deco/ Furniture Outlets selling home decorations and furniture
Gold/ Jewelry Outlets selling jewelry items made of precious metals and other materials
Handicraft Outlets selling objects that were either hand-made or made by basic tools
Miscellaneous Outlets selling items of various categories. For example, an outlet having one cabinet displaying ivory/ products from elephant and other cabinet offering plastic houseware
Souvenir Outlets selling common gift items, mostly for tourists
Restaurants Outlets selling food that may or may not include exotic or wild meats

Items will be counted and, where possible, images will be taken of product for sale. The number of items includes both those on display and items that are brought out from concealed areas by the seller to show the researchers. The researchers will record data. The outlets visited and surveyed the previous survey will be revisited on this survey to enable data comparisons.

Main tasks & Responsibilities:

  • Carry out physical market monitoring to acquire information about wildlife trade that can compare with the previous survey conducted by USAID Saving Species
  • Collect and report monitoring data in an organized manner
  • Regularly report on progress of monitoring to USAID Saving Species
  • Undertake other tasks as relevant
  • Domestic travel is required

  • Assist with survey report

  • Final summary report

  • 60 days full-time in total

Qualifications/Criteria:

  1. Native Vietnamese speaker with proficiency in verbal and written English
  2. Familiarity with conducting market monitoring;
  3. Experience in identifying wildlife parts and products;
  4. Experience with the collection and collation of data;
  5. An eye for detail and a keen interest and ability to recognize and uncover connections between data are a must;
  6. Problem solver with critical thinking skills;
  7. Well-organized with time management skills;
  8. Adept at Excel;
  9. Good interpersonal skills and ability to work effectively as part of a diverse team as well as independently, with respect for and sensitivity to multi-cultural approaches
  10. Independent thinker that shows initiative in developing innovative approaches

  11. Experience with database software
