Resilience Lead


Background GOAL is an international NGO established in the late 1970’s and has worked in more than 50 countries in Africa, Middle East, Latin America and Asia. GOAL has been implementing health programming for more than 40 years across emergency, chronic crisis and development contexts and gained a strong reputation a leading agency in developing effective solutions to building inclusive resilient health systems. GOAL has taken a leading role in developing new thinking to development challenges and has published innovative and practical guidance on measuring and systems thinking for effective and sustainable programs. The Role GOAL USA seeks a dynamic and highly experienced candidate for the Resilience Lead position for MOMENTUM Integrated Health Resilience (IHR), a global health project recently awarded to IMA World Health and its consortium, of which GOAL USA is a member. Funded by the U.S. Agency for International Development (USAID), the project will build health system resilience in fragile setting and improve outcomes of maternal, neonatal and child health services, and reproductive health and family planning care. MOMENTUM IHR is designed to include a comprehensive, flexible package of support for countries as they overcome context-specific health challenges and progress towards the achievement of self-reliant health systems. As a Senior Staff position, the Resilience Lead will sit on the technical team and report to the MOMENTUM IHR Senior Technical Director, they will work closely with the MERL team as well as the technical teams at the home office and in-country. The Resilience Lead will support the Senior Technical Director to ensure the technical quality of the program and will closely monitor the progress towards meeting the goals and objectives of the project. The position is a full-time position based in Washington, D.C. The position will also report to VP, Development and Partnerships at the GOAL USA office. Duties and Responsibilities:
  •  Support the Momentum IHR Senior Technical Director to manage the strategic direction of the project activities in support of the goals and objectives, including determination of project priorities and technical assistance.
  •  Support Momentum IHR disaster preparedness activities as needed, including community resilience and needs assessment, immediate mobilization of staff as well as rapid coordination with local humanitarian and emergency response actors, draw on the assessment to design a mobilization plan.
  •  Provide technical support and/or leadership contributing to the Momentum IHR Results and Intermediate Results (IRs) for complementary humanitarian coordination efforts.
  •  Lead on the application of Momentum IHR’s Resilient Health approach, including R4SHealth to better understand complex health systems.
  •  Design training curricula and conduct or support training and capacity building of local stakeholders (district officials, national MOH, local NGOs and communities) to map and analyze risk scenarios (i.e. combinations of shocks and stresses) together with the health system stakeholders.
  •  In coordination with MER team, establish monitoring of resilient health indicators in selected Momentum IHR countries
  •  Cultivate strategic relationships with USAID, team members, donors, private sector entities, government ministries, and other stakeholders relating to advancing the health resilience approach of the Momentum IHR.
  •  Collaborate closely and develop strong working relationships with other related U.S. Government initiatives and implementing partners relating to advancing the health resilience approach of the Momentum IHR.
  •  Create and foster Momentum IHR’s reputation of quality and performance and promote country ownership of health systems strengthening strategies for delivery of evidence-based, quality MNCH/FP/RH services in fragile settings.
  •  Manage GOAL USA’s input to the Momentum IHR program, .
  •  Coordinate with colleagues across the GOAL network in relation to the delivery of GOAL USA’s input to Momentum IHR scope of work.
Qualifications:
  •  Master's Degree or higher in public health, international development, or related field
  •  At least 10 years of experience in the management or implementation of international development activities in/for low and middle-income countries (LMICs)
  • o Of the above ten years, at least five of the years must have been while physically based in the country/region of implementation
  •  Demonstrated experience operating within the global Health community on matters related to MNCH/FP/RH service delivery in fragile contexts, emergency health preparedness and response and building health system resilience.
  •  Demonstrated technical expertise in at least two of the following areas: Improving MNCH/FP/RH practices at the individual, family, and community level; Increasing access to quality MNCH/FP/RH services; service coverage, and/or related areas of health system strengthening
  •  Fluency in English (oral and written) communication required
  •  Ability to interact professionally in one or more relevant foreign languages (e.g. French, Spanish) is preferred, but not required.
