Incumbent of this position will work under the direct supervision of the Office Assistant or Public Affairs Officer (PAO) designee and has no supervisory responsibilities. S/he will develop and implement grants and cooperative agreements that support Public Diplomacy (PD) projects and programs countrywide, acting either as Grants Officer Representative (GOR) or grants administrator. The incumbent will determine the use of multiple and diverse funding streams for grants and cooperative agreements, and ensure their compliance with all relevant USG regulations and Vietnamese laws. S/he will conduct monitoring, evaluation and analysis of effectiveness and results of grants projects and programs.Qualifications and Evaluations
Requirements: EXPERIENCE: At least three years of progressively responsible experience in budget, accounting, business administration, financial management, organizational management, public administration, project management, or grants management work is required. JOB KNOWLEDGE: Must have:-
- Good knowledge of host-country geography, infrastructure, government institutions, and common business and banking practices.

- Knowledge of customer service in host country.

- Understanding of communications in the host country and the international information environment as it affects the host country, and must be familiar with digital practices and procedures.

- Must have strong analytic skills to manage funding from multiple sources, each with differing requirements for purpose, oversight and accounting.

- Excellent communication/interpersonal skills, and customer relations, interpersonal cross-cultural communication skills.

- Strong management skills including the ability to develop and oversee project budgets.

- Excellent numerical skills to be able to manipulate numbers with speed, and to develop, manage and monitor Public Diplomacy(PD) budgets. Thorough, detailed knowledge of and ability to use various computer software programs, specifically Microsoft Word, Excel, and databases, as well as PD-specific software, databases, and reporting tools is required.

- Must be available to travel throughout the host country to support PD projects and activities.

- * IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
